On the afternoon of October 24, at the regular meeting of the Ho Chi Minh City Press Center, the Ho Chi Minh City Department of Culture and Sports talked about ensuring security, order and supervising the organization of many large concerts such as Anh trai vu ngan cong gai and Anh trai "say hi" taking place in the area.
Accordingly, the Department of Culture said that the Department closely coordinates with the owner of the venue organizing the program to comply with the provisions at Point a), Clause 2, Article 6 of Decree 144/2020/ND-CP dated December 14, 2020 regulating performing arts activities. Specifically, the owner of the venue organizing the performing arts is responsible for the following contents: compliance with regulations on business activities, security conditions, order, social safety, fire prevention and fighting, environment and other relevant legal provisions.
Recently, many large-scale concerts have taken place in Ho Chi Minh City.
For large-scale performances that attract large crowds, the Department of Culture and Sports regularly coordinates with relevant departments and agencies to conduct inspections and supervision before and during the program. For major programs that have taken place in the city recently, security and order assurance work has been well coordinated by localities, businesses and departments.
"Recently, the Department of Culture and Sports signed a joint plan with a number of agencies, Thu Duc City and districts in Ho Chi Minh City to strengthen coordination in managing performing arts activities. Thereby, creating a timely and effective coordination mechanism in state management of performing arts activities and beauty contests in the area," the Department representative said.
Also at the meeting, the Department received questions about whether it is legal for Vietnamese artists to advertise feng shui eyebrow tattoos in Ho Chi Minh City.
A representative of the Ho Chi Minh City Department of Culture and Sports said that the management and licensing of showing clips or posting advertisements on social networking sites is not under the authority of the Department.
"The law does not require licensing for feng shui eyebrow tattoo establishments, establishments that invite artists to make promotional clips and advertise on social networking sites. Up to now, the Department of Culture and Sports has not received requests from advertising companies or artists to license advertising activities for feng shui eyebrow tattooing," responded a representative of the Ho Chi Minh City Department of Culture and Sports.
The Department regularly recommends that artists must practice their expertise as well as their moral character, thereby contributing to spreading good cultural values, building an increasingly civilized society, and promoting their responsibilities and roles to bring positive values to society. At the same time, artists must comply with the Code of Conduct for people working in the arts field as approved by the Ministry of Culture, Sports and Tourism in Decision 3196/QD-BVHTTDL dated December 13, 2021.
