The monitoring delegation of the Provincial People's Council requested the Department of Natural Resources and Environment of Ha Tinh to continue reviewing and evaluating regulations and administrative procedures to propose simplification or elimination of cumbersome and unnecessary procedures to better serve people and businesses.

On the morning of October 30, the Provincial People's Council's Supervisory Delegation conducted a thematic supervision of "Administrative reform work in the province for the period 2020 - 2023" at the Department of Natural Resources and Environment (DONRE).

Standing Vice Chairman of the Provincial People's Council Tran Tu Anh and Head of the Provincial People's Council's Legal Committee Nguyen Thi Nhuan chaired the meeting. Vice Chairman of the Provincial People's Council Tran Van Ky attended.

The Provincial People's Council's supervision delegation conducted a thematic supervision of "Administrative reform work in the province in the period of 2020 - 2023" at the Department of Natural Resources and Environment.

Identifying promoting administrative reform (AR) towards the satisfaction of people and businesses as one of the key tasks, in recent times, the Department of Natural Resources and Environment has always focused on leading and promptly directing the promotion of AR in all areas of the entire industry.

The Department operates and promotes well the utility software of the Provincial People's Committee and the unit in document management; regularly updates directive documents and information on the industry's activities on the electronic information portal; 100% of documents are digitally signed and transferred on the network environment.

Director of the Department of Natural Resources and Environment Le Ngoc Huan clarified some more contents of the results of administrative reform work of the industry.

Focus on promoting administrative reform in the fields of land, mapping and remote sensing; ensuring publicity and transparency, minimizing implementation time, and best serving people and businesses when carrying out administrative procedures.

Administrative procedures are publicly posted at the provincial and district public administrative service centers; 100% of received administrative procedure files are processed on time, following the correct procedures, and there are no files that are processed late. From 2021 to August 31, 2023, the Department of Natural Resources and Environment received 1,601 documents from the Provincial People's Committee assigning tasks with processing deadlines, of which 1,460 documents were processed on time, 29 documents are within the processing deadline...

Deputy Director of the Department of Information and Communications Duong Van Tuan requested the Department of Natural Resources and Environment to actively promote the use of online public services and public postal services to people and businesses.

In recent times, the Department of Natural Resources and Environment has continued to effectively deploy and apply new models, initiatives, and solutions in administrative reform of the previous year, while continuing to build and effectively deploy models, initiatives, and good practices in administrative reform during the year such as the consulting team model, guiding the implementation of online public services at the Department and branches of district-level land registration offices.

The Department has successfully applied document management software systems, online operations and digital signature applications. Officials, civil servants, public employees and workers have basically strictly implemented discipline and administrative discipline in performing public duties and implementing office culture.

Discussing at the monitoring session, delegates said that the Department of Natural Resources and Environment needs to continue reviewing and evaluating administrative regulations and administrative procedures to propose simplifying or eliminating cumbersome and unnecessary administrative procedures, reducing costs, shortening processing time, and ensuring publicity and transparency.

Concluding the monitoring session, Permanent Vice Chairman of the Provincial People's Council Tran Tu Anh requested the Department of Natural Resources and Environment to absorb the delegates' comments and suggestions, and at the same time analyze and clarify the causes and limitations that caused the PAR index to drop in rank, in order to find solutions to overcome and increase the ranking of PAR.

At the same time, focus on solutions to promote the implementation of public services in administrative procedures in the land sector; propagate to people and businesses about the use of online public services, contributing to improving the quality of public services, reducing intermediaries that can easily lead to negativity and increase people's costs.
