The number of Party Committee members, Standing Committee members, and Deputy Party Committee Secretaries in merged and consolidated localities is clearly defined by the Politburo in Appendix 3 attached to Directive No. 45-CT/TW, dated April 14, 2025 of the 13th Politburo on Party Congresses at all levels towards the 14th National Party Congress.

Party Committee of provinces and centrally-run cities
For provinces and centrally-run cities that carry out mergers and consolidations: Keep the number of executive committees, standing committees, deputy secretaries of the Provincial Party Committee and City Party Committee for the 2025 - 2030 term as the number designated at the time after the merger and consolidation for the 2020 - 2025 term (except for comrades who are not old enough to be re-elected, transferred to other jobs or wish to retire early) and will gradually reduce the number within 5 years after the merger and consolidation. By the 2030 - 2035 term, the number of Party committees will comply with the new regulations of the Politburo.
Localities that are not merged or consolidated: The number of executive committees and standing committees will be the same as the 2015-2020 term; the number of deputy secretaries will be implemented according to Conclusion No. 102-KL/TW, dated November 30, 2024 of the Politburo.
Orientation of the standing committee structure, including comrades: Secretary, deputy secretary; Chairman of the People's Council (secretary or deputy secretary concurrently), Chairman of the People's Committee; 1 vice chairman of the People's Council, 1 vice chairman of the People's Committee; Chairman of the Party Committee's Inspection Committee and heads of the following departments: Organization, propaganda and mass mobilization, internal affairs; Chairman of the Fatherland Front (for places with 3 or more deputy secretaries, assign 1 comrade to concurrently be the Chairman of the Fatherland Front); military commander, police director; heads of some Party committees of communes, wards, special zones and important areas that need to focus on the leadership of the Party Committee's standing committee.
For provinces and cities that are assigned 2 deputy secretaries, the deputy secretary and chairman of the Vietnam Fatherland Front Committee shall not be assigned; 1 additional vice chairman of the Vietnam Fatherland Front shall be assigned to the Standing Committee of the provincial or municipal Party Committee in places where the deputy secretary and chairman of the Vietnam Fatherland Front are assigned. For provinces and cities that are merged or consolidated, the number of members of the Standing Committee of the provincial or municipal Party Committee who are vice chairmen of the provincial or municipal People's Committee may be assigned to 1-2 additional positions.
Note, cadres mobilized and rotated by the Central Committee to hold the positions of Secretary, Deputy Secretary of the Party Committee or Deputy Secretary, Chairman of the Provincial People's Committee are included in the number of Executive Committee members and Standing Committee members of the Party Committee mentioned in this Directive.
Party committees of communes and wards under provincial level
The number of Executive Committees of the Party Committees of communes and wards directly under the provincial level ranges from 27 to 33; in which, the Party Committees merging or consolidating from 2 communes (wards) or the Party Committees of communes not subject to merger or consolidation, the maximum number shall not exceed 27; the Party Committees merging or consolidating from 3 communes (wards) or more, the maximum number shall not exceed 33.
The Standing Committee has 9-11 members. The structure orientation includes: Secretary, Deputy Secretary; Chairman of the People's Council (Secretary or Deputy Secretary concurrently), Chairman of the People's Committee, 1 Vice Chairman of the People's Council, 1 Vice Chairman of the People's Committee; Chairman of the Inspection Committee, Head of the Party Building Committee; Military Commander, Chief of Police; Chairman of the Fatherland Front and other structures (if any) are considered and decided by the Standing Committee of the provincial Party Committee.
Deputy Secretary: 2 people (1 permanent deputy secretary and 1 deputy secretary, Chairman of the People's Committee).
For grassroots party committees (cells) directly under party committees of party agencies and party committees of provincial People's Committees The Executive Committee shall not exceed 15 members, and the Standing Committee shall not exceed 5 members. The Standing Committees of the Provincial Party Committee and the City Party Committee shall, based on the Politburo's directive and relevant regulations, provide specific guidance on the structure and number of members to ensure consistency and unity with the Politburo's directive, in accordance with the scale of the Party organization, and meet practical requirements. |
