At the regular press conference providing information on the socio -economic situation on the afternoon of June 15th, regarding the case of the manager of the Crescent Moon Inn abusing Mrs. T. (85 years old), which caused a public outcry, a reporter asked the Department of Labor, War Invalids and Social Affairs of Ho Chi Minh City why the Crescent Moon Inn was operating without a license.
According to Mr. Nguyen Van Lam, Deputy Director of the Department of Labor, War Invalids and Social Affairs of Ho Chi Minh City, on April 22, 2022, the Department, together with the Departments of Labor, War Invalids and Social Affairs of Districts 8, 12 and Hoc Mon District, conducted on-site inspections at branches and facilities of the Crescent Moon Charity & Social Protection Fund Co., Ltd. (located at 102/42 Cong Quynh Street, Pham Ngu Lao Ward, District 1).

Upon inspection, the facilities were found to be operating without licenses; their physical infrastructure, personnel, social assistance standards, and funding for care and nurturing were not in compliance with regulations.
“ To operate in accordance with regulations, the Crescent Moon Charity & Social Welfare Fund One-Member Limited Company must register the establishment of new social welfare facilities according to Decree No. 103/2017/ND-CP and Circular No. 33/2017/ND-CP; prepare the required documents and submit them to the Department of Labor, War Invalids and Social Affairs or the Provincial Department of Labor, War Invalids and Social Affairs for appraisal and issuance of operating licenses as prescribed,” Mr. Lam emphasized.
Mr. Lam further stated that the Crescent Moon Charity and Social Welfare Fund Company Limited was granted Business Registration Certificate No. 0316582322 by the Business Registration Office - Department of Planning and Investment, which includes the following business activities: Operation of care and nursing facilities, non-concentrated social assistance activities for the elderly and people with disabilities… In addition to its head office, the company has 5 branches in District 8, Binh Thanh District, Tan Binh District, and Hoc Mon District.
Mr. Lam affirmed that the Crescent Moon Charity and Social Welfare Fund Company Limited operates in the field of social welfare, therefore the company must complete the procedures and submit the necessary documents for the competent authorities to grant operating licenses in accordance with Government Decree No. 103/2017/ND-CP dated September 12, 2017.
Notably, despite the Department of Labor, War Invalids and Social Affairs conducting an inspection in April 2022 and requesting the company to supplement and complete the necessary permits, for over a year the company has failed to complete the paperwork and has continued operating, accepting elderly people who are alone and without support, until the recent incident occurred.
To date, this company still has two shelters: the Crescent Moon Inn in District 8, which houses 12 elderly people, and the Saigon Compassionate Shelter (Tan Binh District), which houses 35 elderly people, despite not having a social welfare operating license.

Previously, the Crescent Moon Charity & Social Welfare Fund Company Limited held a press conference, accepting responsibility for the assault on an 85-year-old woman at the Crescent Moon Inn.
Mr. Do Luong Dai Nam - Founder and Acting CEO of Crescent Moon Charity and Social Welfare Fund Company Limited (Crescent Moon Company) - admitted that the company and its branches do not yet have licenses to operate in the field of social welfare.
Regarding recruitment, Mr. Nam said that the company does not yet have specific recruitment regulations. The model of these facilities is that the elderly take care of each other. Mr. Huynh Van Gioi - the person who abused Mrs. T. - is also a member of the shelter.
" We are not yet clear on the regulations regarding elderly care. We assume that the elderly are guests, and instead of paying for accommodation, they are paid for by a third party here, " a representative from Crescent Moon Company stated.
According to Mr. Nam, these establishments only violated regulations regarding temporary residence registration. After the assault occurred, authorities conducted inspections and brought the elderly people from the Crescent Moon Inn (District 12) and the Vu Lan Inn (Hoc Mon District) to the Ho Chi Minh City Social Support Center.
Previously, on May 23rd, social media posted several video clips showing a frail elderly woman being verbally abused, beaten, and kicked by a man at the Crescent Moon Inn. During the beatings, the man pointed his finger at the elderly woman and shouted, "Go inside, I told you to go inside," despite her pleas and explanations.
The clips circulating on social media have sparked outrage among many over the man's heartless attitude and behavior.
Upon receiving the information, the People's Committee of Thanh Loc Ward, in coordination with the police, formed a task force to be present at the scene to compile a report and gather information and documents related to the incident. The task force found signs of criminal activity and reported it to the District 12 Police.
Through this investigation, authorities identified the elderly woman in the video as Ms. VTT, 85 years old, from Ben Tre province, residing in Tan Binh district; and the man who assaulted her as Huynh Van Gioi, manager of the Quan Tro Trang Khuyet shelter on Ha Huy Giap street, Thanh Loc ward, District 12.
