Comrade Tong Quang Thin, Member of the Provincial Party Standing Committee, Permanent Vice Chairman of the Provincial People's Committee, Permanent Deputy Head of the Provincial Steering Committee for Digital Transformation chaired the conference. Also attending were members of the Steering Committee, the Working Group assisting the Provincial Steering Committee for Digital Transformation; members of the Working Group implementing Project 06 of the Provincial People's Committee; leaders of a number of relevant departments, branches and localities.
In the first 6 months of the year, the Provincial Party Committee, People's Council, People's Committee and the Provincial Digital Transformation Steering Committee continued to direct resolutely, creating high consensus among all levels and sectors in implementing digital transformation associated with building and developing e-Government/Digital Government.
Information systems, software, shared digital platforms; equipment infrastructure, transmission systems; and the province's data center operate stably, smoothly, effectively, and ensure safety and security in cyberspace. Key and important information systems are upgraded and supplemented with features to meet the requirements for connection and interconnection to serve the tasks of developing digital government, digital transformation, and Project 06 of the province.
Agencies, units, localities, people and businesses in the province have joined hands and taken drastic actions, thereby creating many positive changes and achieving many important results. The promotion of e-Government/Digital Government and digital transformation has contributed to improving leadership and management capacity, promoting administrative reform, and serving businesses and people more and more effectively.
The implementation of Project 06 on developing population data applications, electronic identification and authentication to serve national digital transformation in the period of 2022 - 2025, with a vision to 2030 in Ninh Binh province has received attention, leadership and direction from the Provincial Party Committee and the Standing Committee of the Provincial Party Committee, with strong and effective results.
The Provincial People's Committee has directed the effective implementation of 32 assigned tasks on schedule. Some difficulties, obstacles, and "bottlenecks" have been promptly resolved. The Standing Agency of Project 06 in the province has promoted its advisory role, regularly inspected and urged all levels, sectors, and working groups of Project 06 at district and commune levels to deploy and implement assigned tasks.
Propaganda work has been focused on with many diverse forms, bringing positive results, cadres, civil servants, public employees and people are aware of the position, role and importance of Project 06. Actively propagandizing, mobilizing, guiding organizations and citizens to use online public services in full and in part, electronic identification, and VNeID application.
The group implementing services and developing digital citizens has been promoted, completing the issuance of 100% of citizen identification cards to eligible people in the area, the number of citizens with electronic identification accounts has increased rapidly, 100% of cadres, civil servants, public employees, and armed forces in the province have been granted electronic identification accounts.
Discussing at the conference, delegates clarified the achieved results, pointed out the advantages and difficulties and proposed solutions to carry out the digital transformation task and deploy Project 06 in the coming time to ensure efficiency and progress.
In which, groups of solutions are highlighted to promote the construction of district-level digital government; digital transformation in registration and management of household registration; formation of a digital information system for the tourism sector to support the management, information, inspection and supervision of tourism activities according to the provisions of law; connection and sharing of electronic health records, electronic medical records, and cashless payments at medical facilities serving medical examination and treatment; strengthening coordination in handling duplicate data when converting tax codes to personal identification codes; increasing the proportion of pensioners, social insurance beneficiaries, and unemployment insurance beneficiaries receiving money through cashless payments; promoting the application of information technology and digital transformation in the Party bloc, in land management and use, and updating land changes...
Concluding the conference, Standing Vice Chairman of the Provincial People's Committee Tong Quang Thin highly appreciated the results of digital transformation and implementation of Project 06 of the province in the first 6 months of the year.
Notably, the awareness of people, businesses, civil servants, public employees, and workers, especially leaders at all levels, has been raised; digital transformation information technology infrastructure has been built, exploited, and operated stably and effectively; the implementation of 5 utility groups of Project 06 has met the set goals, requirements, and roadmap; solutions to ensure network information security have been comprehensively deployed according to the 4-layer model.
Pointing out the shortcomings and limitations in implementing digital transformation tasks and Project 06 in the past time, the Standing Vice Chairman of the Provincial People's Committee requested departments, branches, sectors and localities to focus on directing the review, inspection and drastic implementation of solutions to complete the targets, requirements and tasks assigned in the 2023 action plan and program of the Steering Committee; thoroughly implementing the theme of 2023, which is the National Digital Data Year.
Focus on implementing digital transformation tasks synchronously, ensuring efficiency and practicality, focusing on deploying shared applications and household registration management; strengthening discipline and administrative discipline and heads of units must take full responsibility for digital transformation projects and tasks. Pay attention to providing data to the smart operation center according to the directive documents of the Provincial People's Committee.
The Standing Vice Chairman of the Provincial People's Committee requested the People's Committees of districts and cities to seriously and effectively implement the targets set out in Plan No. 164/KH-UBND dated October 3, 2022 of the Provincial People's Committee to implement the Commune-level Digital Transformation model in the province, version 1.0.
Assign the Department of Information and Communications to monitor, inspect, urge, guide and advise the Provincial People's Committee on solutions to direct the implementation of digital transformation contents and Project 06. The Provincial Police Department performs well the functions of the Standing Unit of the Working Group implementing Project 06, focusing on removing difficulties and obstacles related to land databases, non-cash payments, etc. Coordinate with Ninh Binh Radio and Television Station, Ninh Binh Newspaper to strengthen propaganda on digital transformation and Project 06; ensure sufficient, clean and live population data; integrate electronic chip features attached to citizen identification cards.
The Department of Finance and the Department of Planning and Investment are requested to allocate funds, provide guidance, and conduct appraisals in the implementation of procurement tasks for digital transformation. The Provincial Tax Department and the State Bank of Vietnam are requested to urge, supervise, and evaluate the implementation of electronic invoices and non-cash payments.
The Standing Vice Chairman of the Provincial People's Committee believes that the results achieved in the first 6 months of the year will be the premise and driving force to promote the completion of the province's digital transformation targets, requirements and tasks in 2023.
