Accordingly, the Department of Education and Training requested the Department of Education and Training to advise the People's Committees at the district level to issue a plan for preschool enrollment in the district, town, and city, ensuring the mobilization of 100% of 5-year-old children into 5-6-year-old preschool classes, striving to mobilize 90% of 3-year-old and 4-year-old children to attend classes to implement the work of universalizing preschool education for preschool children from 3 to 5 years old. At the same time, direct preschool education facilities in the area to strengthen preparation and inspection of facilities, repair classrooms, ensure the reception of children according to regulations, and avoid overloading in some key schools. Based on the assigned quota and enrollment direction of the Department of Education and Training, the head of the preschool education facility is responsible for developing an enrollment plan. For cases outside the designated area, the school's enrollment council will conduct the enrollment to ensure publicity and transparency. After completing the implementation of administrative unit arrangement and building a model of organizing 2-level local government of the province, the Department of Education and Training will guide the reporting of implementation status and enrollment results of preschool education institutions.
