Speaking at the launching ceremony, the leader of the Department of Education and Training emphasized: Books are a priceless treasure of knowledge, an indispensable companion on the journey of learning and growing up of every person. Reading books not only helps us expand our knowledge, train our thinking but also nurtures our souls, shapes our personalities, and fosters our love for our homeland, country, and people.

Appreciating the role of books and reading culture, every year, UNESCO chooses April 23 as “World Book and Copyright Day”; Vietnam chooses April 21 as “Vietnam Book Day”. In Vinh Phuc, 2025 is the 4th year that the education and training sector organizes Vietnam Book and Reading Culture Day.
To promote the effectiveness of Book and Reading Culture Day, the Department of Education and Training recommends that educational units promote information and propaganda about the purpose and meaning of Book and Reading Culture Day. Hang banners and slogans with the messages "Reading Culture - Connecting the community", "Entering the era of national growth with books", "Reading - enriching knowledge, nurturing aspirations, promoting innovation and creativity".
Representative of Tan Viet Culture and Education Joint Stock Company presented books to Vinh Phuc Specialized High School.
Commend and promote collectives and individuals with many achievements in building and developing a reading culture, lifelong learning movement and building a learning society. Strengthen coordination and connection between school libraries and provincial libraries, public libraries and reading clubs.
Organize competitions, contests, games, exchanges, seminars, talks, discussions, introductions, and learning about books; launch a movement to circulate books, newspapers, documents, and display and introduce books. Organize book donations to support bookcases for children in difficult circumstances, and build "School Bookcases".
