Accordingly, Ho Chi Minh City currently has 2,314 schools, of which 964 are non-public schools, accounting for 41.65%; 31 schools with foreign elements are called international schools (including 13 kindergartens and 18 general schools with many levels).
According to statistics from the Department of Education and Training, international schools and short-term educational institutions with foreign investment have attracted a large number of foreign teachers with 7,509 teachers and educational managers from 111 countries. Of which, the country with the largest number of foreign teachers is the United Kingdom with 1,564 people, the country with the lowest number of foreign teachers is Mongolia, Panama, Turkmenistan, Paraguay, Uruguay...
Regarding conditions related to investment in the education sector, investors are currently facing difficulties due to renting premises, planning to renovate into educational facilities but the investment project is not approved because the land location is not included in the educational network planning.
From there, the Department of Education and Training of Ho Chi Minh City proposed to departments and branches to unify regulations and have directions to remove difficulties in land use, creating conditions for investors to invest in the education sector.
Regarding the admission of Vietnamese students, according to Article 39 of Decree No. 86/2018/ND-CP, preschools and general education institutions are allowed to admit Vietnamese students to study foreign educational programs. The number of Vietnamese students studying foreign educational programs must be less than 50% of the total number of students studying foreign educational programs at the educational institution. In fact, the current trend of the times is international integration, so the demand for access to foreign programs of Vietnamese people is increasing. Therefore, the Department of Education and Training proposes to increase the proportion of Vietnamese students studying foreign educational programs in international schools.
Regarding the use of foreign workers for the position of "preschool teacher", currently foreign educational institutions base on Point a, Clause 1, Article 72 of the Law on Education, which stipulates that the standard training level of teachers must have a college degree in pedagogy or higher for preschool teachers and Point a, Clause 2, Article 38 of Decree No. 86/2018/ND-CP, which stipulates the teaching staff for preschool educational institutions. However, foreign-invested preschool educational institutions face many difficulties in recruiting and using foreign teachers because most of them do not meet the standards for the position of preschool teacher according to regulations, so they have not been granted a work permit to participate in teaching.
At the same time, the Department of Education and Training also received comments from the Department of Labor, War Invalids and Social Affairs regarding difficulties in granting work permits according to the correct job title of preschool teachers due to the differences in teacher training programs in countries around the world. It is known that the Department of Education and Training also sent an official dispatch to the Ministry of Education and Training regarding pedagogical training certificates for foreigners used to teach at foreign-invested educational institutions, but has not yet received a response. From there, the Department of Education and Training of Ho Chi Minh City proposed that the Ministry provide specific guidance on the list of equivalent degrees or preschool pedagogical training certificates for foreign teachers teaching at preschools.
