Reporting at the meeting, Mr. Hoang Thanh Tung, Chairman of the National Assembly's Law Committee, said that ministries, branches, localities and agencies have made efforts in organizing citizen reception with practical and effective innovations. However, compared to 2023, the number of large delegations coming to the Government Inspectorate increased sharply (by 229%). On the contrary, the number of large delegations coming to ministries and branches decreased sharply (down 55%). The Government is requested to clarify the cause of this situation in order to have appropriate solutions to handle and overcome it.
Mr. Tung also mentioned that according to the data in the report, the situation of heads of agencies authorizing citizen reception at ministries, branches and localities is still common. At the same time, due to the lack of data from many localities, there is not enough basis for comparison with 2023 to convincingly and fully prove the above assessment and assessment.
“The report shows that the number of petitions eligible for processing in 2024 in ministries and branches is 52.1%. In the Government Inspectorate, it is 34.4%, in 45/63 localities it is 85.1%. We request the Government to clarify the reasons why the number of petitions not eligible for processing in central ministries and branches, especially in the Government Inspectorate, is much higher than in localities in order to have appropriate solutions for handling and overcoming.
Regarding the results of complaint settlement, in 2024, the rate of complaints resolved by state administrative agencies at all levels under their authority reached 80.2%, not reaching the target of 85% set by the Government in the 2023 Report. In particular, in localities, the settlement rate only reached 76.8%. Therefore, it requires agencies to make more efforts to meet the goal of promptly, thoroughly and legally resolving newly arising complaints and denunciations right at the grassroots level.
In addition, the results of the first complaint settlement show that the number of complaints with correct content accounts for 18%, which means that the rate of handling work with errors is still quite high from the side of State agencies. Regarding the results of the second complaint settlement, 14.4% of cases had to cancel or amend the first settlement decision, a decrease of 3% compared to 2023, showing that the quality of first complaint settlement by State agencies has changed positively.
Regarding the results of handling denunciations, according to Mr. Tung, in 2024, state administrative agencies resolved 84.6% of denunciations under their authority, approaching the target of "achieving a rate of over 85%" set by the Government in the 2023 reporting period. In addition, although the data is not enough, the initial synthesis results show that the number of denunciations with correct content reached 37.4%, a sharp increase compared to 2023 (23.2%), showing that the situation of violations in the performance of public duties by officials and civil servants has not been overcome, and is somewhat more serious. However, the number of subsequent denunciations with correct content accounted for 14.8%, a sharp decrease compared to 2023 (33.4%), reflecting a significant improvement in the quality of first-time denunciation handling by state administrative agencies.
“The Standing Committee of the Law Committee recognizes that the situation of state administrative agencies being slow to consider, resolve or not responding fully and on time to citizens’ petitions sent by National Assembly agencies is an existing problem that has been pointed out by the Law Committee and other agencies of the National Assembly for many years, and despite great efforts, it has not been completely resolved. We request that the Government continue to pay attention to directing ministries, branches and localities to strictly implement their responsibilities in resolving and promptly notify the results of the resolution in accordance with the provisions of the Law on Supervisory Activities of the National Assembly and People’s Councils,” said Mr. Tung.
Regarding the forecast of the situation, the Chairman of the National Assembly's Law Committee assessed that in 2025, the situation is still predicted to have many potential complicated developments, and many administrative complaints may arise related to land, environment, and personnel work. Therefore, it is recommended that the Government pay attention, closely follow the situation, resolutely direct, propose specific tasks and feasible solutions, and strengthen the responsibility of relevant agencies to promptly handle arising issues, and prevent complicated complaints from occurring.
Regarding the direction, tasks and solutions in 2025, the Standing Committee of the Law Committee requested the Government, ministries, branches, localities, the People's Court, the People's Procuracy, and the State Audit to clearly identify the key tasks and solutions that need to be implemented in 2025, in accordance with the conditions, circumstances and practical requirements of the work of receiving citizens and handling complaints and denunciations of their agencies, branches and localities.
