The annual university admission results for agriculture, forestry and fisheries only reach about 30-50% of the required enrollment target.
That is the recommendation of the Agriculture, Forestry and Fisheries Training Club under the Association of Vietnamese Universities and Colleges sent to the Prime Minister, the Central Propaganda Department, the Ministry of Education and Training, and the Ministry of Agriculture and Rural Development.
The number of students enrolled only meets 11.2% of the demand.
The Agriculture, Forestry and Fisheries Training Club under the Association of Vietnamese Universities and Colleges has just sent a document proposing a number of solutions to remove difficulties in training high-quality human resources to serve agricultural and rural development to the Prime Minister; the Central Propaganda Department; the Ministry of Education and Training; and the Ministry of Agriculture and Rural Development.
According to information from the Association of Vietnamese Universities and Colleges, the Board of Directors of the Agriculture, Forestry and Fisheries Training Club discussed and agreed to recommend a number of contents to the Prime Minister and central ministries and branches.
This club believes that Vietnam's agriculture and rural areas have developed remarkably in recent times, are strengths and pillars for Vietnam's economy, and need to be promoted. However, high-quality human resources in the fields of agriculture, forestry and fisheries are and will be greatly lacking in both quantity and quality compared to immediate and long-term needs.
In fact, the demand for students in this field in recent years has been very low. The annual university enrollment results of this field of study of academies and universities tend to decrease seriously. Specifically, only reaching 30-50% compared to the recruitment target and recruiting from the floor score, so the quality of incoming students is very low.
Meanwhile, the demand of recruitment units for workers in the agricultural sector with college degrees or higher is very high (approximately 46,000 people/year). However, the actual number of annual recruitment only meets about 11.2% of the demand. This leads to the risk of lagging behind in agricultural and rural development in the next 5-7 years.
Decree 116 of the Government stipulates the policy of supporting tuition and living expenses for pedagogical students, effective from the 2021 enrollment period. Accordingly, students majoring in pedagogy who commit to working in the education sector will enjoy tuition support policies and living expenses of 3.63 million VND/month from the state budget. The support period is calculated based on the actual number of months of study at school but not exceeding 10 months/school year.
Proposed solutions for essential and difficult-to-enroll traditional industries
In order to soon have solutions to solve the bottlenecks in training human resources in the agriculture, forestry and fishery sectors in particular and the development process of agriculture and rural areas in general in the immediate and long-term periods, this club has made some specific recommendations.

The Agriculture, Forestry and Fisheries Training Club under the Association of Vietnamese Universities and Colleges has just issued a document proposing a number of solutions to overcome difficulties in training high-quality human resources to serve agricultural and rural development.
Firstly, it is recommended to have a policy to increase investment in university education, and have a policy to order training for essential and difficult-to-enroll traditional professions such as: plant science, soil science, forestry, forest product processing, animal husbandry, aquaculture, etc.
Notably, the club recommends that the Government and ministries and sectors establish a scholarship fund/budget subsidy fund for universities to support tuition fees and scholarships for students studying in agriculture, forestry and fisheries such as pedagogy (according to Decree 116/ND-CP dated June 25, 2020 of the Government on policies to support tuition fees and living expenses for pedagogy students).
Second, it is recommended to have appropriate strategies and policies for the media system to direct and orient information for society, especially young people, to have a correct awareness of the important role of agriculture, forestry and fisheries in solving global challenges on food and environment; as a pillar for Vietnam's economy. Honor those who dare to work in these fields, and at the same time have appropriate salary, bonus and incentive policies for the workforce in the agricultural and rural sectors.
