On October 9 in Vientiane (Laos), Prime Minister Pham Minh Chinh and Singaporean Prime Minister Lawrence Wong held their first talks in their new positions.
Determined to take the Strategic Partnership to new heights
At the talks, Prime Minister Pham Minh Chinh thanked the Singaporean Government and people for their practical support to help Vietnam overcome the consequences of Typhoon Yagi. He stressed that this is a clear demonstration of the Vietnam-Singapore strategic partnership and the friendship and sharing between the leaders and people of the two countries.
The two Prime Ministers were pleased to witness the unprecedented and comprehensive development of bilateral cooperation in all fields, and then affirmed their determination to bring the relationship to new heights.
The two sides agreed that economic cooperation remains an important pillar in bilateral relations.
On that basis, the two countries will continue to coordinate effectively in implementing the Framework Agreement on Connecting the Two Economies and the Vietnam-Singapore Green Economy - Digital Economy Partnership. Especially in connecting telecommunications infrastructure, developing the sustainable and smart 2.0 generation Vietnam-Singapore Industrial Park (VSIP) system, and developing clean energy.
The two Prime Ministers also emphasized the need to further strengthen cooperation in other important areas such as defense and security, education and training, culture and people-to-people exchange.

Vietnam will create conditions for Singaporean businesses to expand investment.
Prime Minister Pham Minh Chinh affirmed that he will create favorable conditions for Singaporean enterprises to expand investment in Vietnam, along with improving the quality of FDI capital flows, prioritizing the fields of high technology, digital economy, circular economy, innovation, semiconductors, and AI.
The head of the Vietnamese government asked Singapore to support Vietnam in building a model of a national data science innovation center. The Prime Minister also suggested that the two sides cooperate in food production, supply chain logistics, and aquaculture, aiming to become a regional food supply center.
Pleased with the news that Vietnam will become Singapore's largest rice supplier in the first 6 months of 2024, Singaporean Prime Minister Lawrence Wong expressed his desire to further strengthen bilateral agricultural cooperation, ensure food security and said he is ready to import fruits, food, and seafood from Vietnam.
Mr. Lawrence Wong also affirmed that Singapore will continue to support Vietnam in improving the quality of human resources, especially strategic-level officials, while maintaining scholarships at all levels for Vietnam and effectively implementing the memorandum of understanding on the Vietnam-Singapore innovative talent exchange program.
On regional issues, the two countries agreed to strengthen ASEAN solidarity and pay due attention to the sustainable development of sub-regions in the region, including the Mekong sub-region, thereby actively contributing to ASEAN's self-reliance, prosperity and sustainable development, and promoting its central role in the region.
The two Prime Ministers also affirmed their determination to build the East Sea into a sea of peace, cooperation and development, and together with ASEAN countries to promote negotiations on a substantive and effective COC in accordance with international law, especially the 1982 UNCLOS.
On this occasion, Prime Minister Pham Minh Chinh respectfully invited the Prime Minister of Singapore and his wife to pay an official visit to Vietnam in 2025. Singaporean Prime Minister Lawrence Wong happily accepted the invitation.
The first meeting under the annual meeting mechanism between the two Prime Ministers
Last year, Prime Minister Pham Minh Chinh and then Singaporean Prime Minister Lee Hsien Loong agreed to hold annual meetings during multilateral conferences to review and discuss overall cooperation directions between the two countries.
The October 9 meeting in Laos was the first time Prime Minister Pham Minh Chinh and Prime Minister Lawrence Wong met under the above mechanism.
Last May, not long after becoming Singapore's fourth Prime Minister, Mr. Lawrence Wong had his first phone call with Prime Minister Pham Minh Chinh.
