Recently, a post appeared on social media by account N.D.K., upset that his phone number 0XX7.999.999 was revoked and returned to the number warehouse, but before he could get it back, someone else had used and registered it.
According to the post, Mr. K. stated that the reason was that he had been busy with work, working abroad and in the country continuously, so he could not use the phone number 0XX7.999.999 and did not know that it had been revoked. Until the evening of November 19, Mr. K. called the VinaPhone switchboard and was informed that the number had been revoked to the number warehouse but had not been issued.
On the morning of November 20, when he went to the VinaPhone Ngoc Lam transaction office (Long Bien, Hanoi), Mr. K. was informed that the phone number was issued on the afternoon of November 19, exactly 90 days after the subscription was locked in both directions due to no calls. Notably, Mr. K. said that at the time of revocation, the phone number was a prepaid subscription and the account still had about 3 million VND.
In the article, Mr. K. was upset because this was the phone number he had used for 15 years and was linked to bank accounts and online accounts, so it had great impact and risk.

According to VinaPhone’s latest press release, the company confirmed that the information posted on social media about the above case is untrue, has a generalizing nature, damages VinaPhone’s reputation, and shows signs of violating the law. VinaPhone has requested the authorities to support the handling in accordance with the law.
During the process of receiving feedback, the network operator said that in the case of phone number 0xx7.999.999, the subscriber number was locked one way on August 19, locked two ways on August 29, the number was kept and waiting to be restored until October 12 (45 days from the time of locking two ways).
To ensure customer benefits, the network operator has sent many notification messages recommending customers to maintain service usage to avoid one-way and two-way blocking.
Specifically, on August 14-16-18, they sent messages with the content: "Thank you for using VinaPhone's services. Please top up or make calls/send messages/access data to extend the usage period before the subscription is locked one way on August 19, 2024. Contact details: 18001091".
On August 24-26-28 , text messages were sent with the content: "Thank you for using VinaPhone's services. Please top up your card to ensure no contact is interrupted before your subscription is locked in both directions on August 29, 2024. Contact details: 18001091".
After sending the messages and notifications, VinaPhone did not receive any feedback from the customer and the above subscriber number did not use telecommunication services, so the system performed a one-way lock, two-way lock when the subscriber number expired according to regulations.
After the deadline for customers to restore according to their needs, VinaPhone will not reuse the number until November 19 and put it into new issuance mode.
The reuse of subscriber numbers has been carried out by VinaPhone according to regulations, after ensuring the rights and time for customers who need to restore service usage.
The recovery of prepaid mobile subscribers that have expired is regulated by the Ministry of Information and Communications and has been implemented and publicly announced by VinaPhone on its website, under general transaction conditions for many years now, in order to optimize the efficiency of exploiting telecommunications numbers and limit the situation of junk SIMs.
According to VinaPhone regulations, after the prepaid subscription account expires, the subscription will be locked in one direction, and 10 days later, it will be locked in both directions (before locking in one direction, the system will send many notification messages).
The time the network operator keeps the subscriber's number on the system after the subscriber has been locked in both directions is 30 days. After this time, the subscriber number will be kept by VinaPhone for another 15 days to consider reissuing if the customer continues to need to use it. After this time, the subscriber number will be reused according to regulations.
