With the expected changes in university admissions in 2025, experts say that candidates will not be affected much. However, schools still have many technical concerns when implementing early admissions according to the provisions of the draft regulations.
EARLY ADMISSION FOR OUTSTANDING CANDIDATES WITH ABILITIES AND ACHIEVEMENTS
According to the draft circular amending and supplementing a number of articles of the Regulations on university and college admissions for preschool education, the Ministry of Education and Training plans to amend and supplement the organization of early registration and admission. Notably, according to the Ministry of Education and Training, training institutions can organize early admissions in an appropriate manner to select candidates with outstanding abilities and academic achievements.
Draft on university admission regulations in 2025 tightens early admission stage

According to Associate Professor, Dr. Nguyen Thu Thuy, Director of the Department of Higher Education (Ministry of Education and Training), in addition to the direct admission method and priority admission according to the Ministry's regulations, schools can use admission methods at this stage to recruit outstanding PhDs. According to the draft regulations, the early admission quota is determined by the training institution but does not exceed 20% of the quota for each major and group of majors. Schools can use early admission quotas that do not exceed 20% of the quota, meaning they can recruit lower than this quota.
With the spirit of the above draft, some universities plan to only use the direct admission method and priority admission in the early admission stage. Dr. Nguyen Tan Tran Minh Khang, Vice Principal of the University of Information Technology (Ho Chi Minh City National University), said that in 2025, the school plans to enroll students according to 3 methods: direct admission, priority admission; admission based on the capacity assessment exam organized by Ho Chi Minh City National University in 2025; admission based on the results of the high school graduation exam in 2025. In particular, the school's plan for the early admission stage applies to the direct admission method and priority admission. The school plans to implement the remaining two methods according to the general regulations of Ho Chi Minh City National University and the Ministry of Education and Training.
The International University (Ho Chi Minh City National University) also has a similar orientation. Associate Professor, Dr. Dinh Duc Anh Vu, Vice Principal of this university, said that among the three planned admission methods in 2025, the university plans to reserve about 10% of the early admission quota for direct admission and priority admission. The two methods consider high school graduation exam scores and competency assessment exam scores, the admission round depends on the general regulations of Ho Chi Minh City National University and the Ministry of Education and Training.
Some other member schools of Ho Chi Minh City National University also follow this direction. The University of Economics and Law plans to enroll students in 3 ways in 2025. Specifically, including: direct admission and priority direct admission, admission based on the results of the Ho Chi Minh City National University's capacity assessment exam, and admission based on the results of the 2025 high school graduation exam. In the early admission round, the school plans to apply the direct admission and priority direct admission methods. The remaining two methods will be recruited together in the first round according to the plan of the Ministry of Education and Training.
Notably, Ho Chi Minh City University of Industry and Trade is not expected to conduct early admission in 2025. Master Pham Thai Son, Director of the Admissions and Communications Center, said that the school has 5 methods: admission based on high school academic results; direct admission according to regulations of the Ministry of Education and Training and direct admission according to the school's admission plan; considering the specialized capacity assessment test scores of Ho Chi Minh City University of Education and the capacity assessment scores of Ho Chi Minh City National University; admission based on high school graduation exam scores. If the draft regulations are approved, the school is expected to only conduct a general admission round according to regulations of the Ministry of Education and Training.
THERE ARE STILL MANY CHANCES OF ACCEPTING
Dr. Le Truong Tung, Chairman of the Board of Directors of FPT University, said that TS is not affected by changes in regulations and opportunities are still completely open. Therefore, TS should still register many wishes to many schools, both in the early admission round and the general admission round.

"You can register freely even though the quota for the early admission round is only 20%. If you are not admitted, you can still use your academic transcript scores, ability assessment scores... to continue registering for the general admission round. The benchmark scores for the next round certainly cannot be higher than the early admission round, so you still have many opportunities to be admitted," advised Dr. Vo Van Tuan, Vice Principal of Van Lang University.
LITTLE TIME LEFT IF EARLY ADMISSION BY HIGH SCHOOL TRANSCRIPT
However, school representatives raised concerns about implementing early admission according to the provisions of the draft regulations.
Dr. Le Truong Tung said that this year, the draft admission regulations stipulate that in the method of using high school academic results, schools must use the academic results of the entire 12th grade of the candidate, unlike previous years when they could only need the first semester score combined with the scores of grades 10 and 11. That means schools can only announce admission information after May 31. Therefore, for schools that use the method of considering transcripts for early admission, there is very little time left, not "early" anymore.
"FPT University plans to enroll 14,000 students. Every year, the school still recruits students early based on their transcripts, but with such an expectation, this year the school may focus on the official general admission round on the system after the high school graduation exam results are available."
Meanwhile, Dr. Vo Van Tuan, Vice Principal of Van Lang University, also expressed concern about the announcement of admission after May 31. Because the time is too late compared to previous years, right at the time when candidates need to focus on the high school graduation exam, Dr. Tuan said that not many candidates will submit applications. "However, the school will still consider early admission focusing on 3 methods including considering the ability assessment test scores, VSAT scores, academic transcript scores and the method of combining the aptitude test scores with academic transcript scores/ability assessment. These methods will continue to accept applications along with the method of considering high school graduation exam scores on the Ministry's common system," said Dr. Tuan.
B WORRY ABOUT DETERMINING STANDARD SCORE AND CONVERTING SCORE
The draft stipulates that "the school ensures that the admission score for early admission is not lower than the admission score of the general admission round", meaning that if the admission score for the early admission round based on academic records is 20, then the general admission round based on this method can be 20 or lower.
"This is a very inconvenient point and can easily cause risks for schools. Because in the case of the general admission round, if the number of students submitting transcripts increases sharply and the score range is high, then with a benchmark score of 20, the risk of admitted students will far exceed the remaining quota. At this time, the school cannot increase the benchmark score to 23, 24 to call admitted students to meet the remaining quota, because the benchmark score for the early admission round is not lower than the benchmark score for the general admission round. Thus, schools will invisibly exceed their quota," Dr. Tuan worried.
The solution that Dr. Tuan proposed is to set the benchmark score for the early admission round as high as possible, such as 26 or 27 points. At this time, the school does not need to recruit enough 20% of the quota, even if only a few students are admitted, it is acceptable so that the general admission round can determine the benchmark score that is suitable for the quota, ensuring that there are no violations of regulations. If this method is followed, it will be in accordance with the policy of the Ministry of Education and Training - this is the stage to select students with outstanding abilities and academic achievements.
Dr. Tran Ai Cam, Principal of Nguyen Tat Thanh University, informed that the school is reviewing the admission methods and combinations to have a suitable plan for 2025. "With 20% for the early admission round, the school will use methods of considering the ability assessment test scores, academic records and combining the entrance exam with admission in aptitude subjects," said Dr. Cam. At the same time, she also wondered if the benchmark score for the early admission round must not be lower than the general admission round, so schools must calculate very carefully to avoid the situation of having excess enrollment quotas in the general round due to the low benchmark score of the first round.
Regarding the regulation on equivalent conversion to a common scale, in the draft, Dr. Le Truong Tung said that it should not be done because each method has a different evaluation criterion.
Dr. Tung assessed: "Converting university admission scores of different methods to a common scale is not easy. Each exam has its own assessment objective, even the transcript score is difficult to convert to high school graduation exam score."
Dr. Vo Van Tuan also said that there is a difference in the nature of the methods. High school exam scores are different from academic transcript scores and even more different from competency assessment scores. Therefore, there is no standard for equivalent conversion.
According to some school representatives, the Ministry of Education and Training has also planned to stop converting IELTS 4.0 scores to 10 scores for high school graduation in the draft circular promulgating high school graduation exam regulations from 2025 because it finds such score conversion unreasonable.
"Early admission and admission method are two different things"
Associate Professor, Dr. Nguyen Thu Thuy, Director of the Department of Higher Education (Ministry of Education and Training), noted: "Early admission and admission methods are two different things. In particular, early admission is used to differentiate in terms of time compared to the admission round according to the general plan of the Ministry of Education and Training. Meanwhile, admission methods are used in any admission round. The only thing is that in terms of time, early admission is before the high school graduation exam, so at that time, it is not possible to use the admission method based on high school graduation exam scores."
According to the Director of the Department of Higher Education, schools and students are confusing the concept of early admission and admission methods. Because of incorrect understanding, TS is worried about being limited in admission opportunities in the admission methods that schools use such as considering academic records, considering scores of competency assessment exams, assessing thinking, etc.
