After the incident of a preschool child in Thai Binh dying after being forgotten on a school bus, the Ministry of Transport has just sent an official dispatch to the People's Committees of provinces and cities requesting localities to require all educational institutions with school buses to follow procedures and check the number of students getting on and off the bus.
Accordingly, the Ministry of Transport requested the People's Committees of provinces and cities to direct the Department of Transport to coordinate with the Department of Education and Training to review schools using contract cars to pick up and drop off students; and request transport businesses to comply with regulations and conditions for car transport business.
In particular, the regulation "must have a control plan to ensure that there are no passengers left on the vehicle; drivers of passenger transport vehicles, after finishing a journey or working shift, before leaving the vehicle, must check the passenger compartment to ensure that there are no passengers left on the vehicle" must be properly implemented.
The Department of Education and Training presides over and coordinates with local authorities to regularly inspect educational institutions and schools that use school buses.

Directing functional forces to increase patrols, control, detection and strict handling of violations of the law in passenger transport activities, paying special attention to inspection and handling of violations of vehicles transporting students.
The Ministry of Transport assigned the Vietnam Road Administration to step up the urging of transport departments in implementing legal regulations on road transport business conditions in localities, especially buses transporting students, pupils and workers; effectively exploiting information from journey monitoring devices and cameras installed on cars.
Regarding the People's Committee of Thai Binh province, in addition to the above contents, the Ministry of Transport requested the Department of Transport of Thai Binh province to comprehensively inspect the compliance with business regulations and conditions for automobile transport business for passenger transport business units under contract; strictly handle according to the provisions of law if violations are detected.
Thai Binh Provincial People's Committee coordinated with the relevant Department of Transport to handle the transport business unit that caused the incident of a baby boy being left in a vehicle leading to his death.
