Tightening management of mineral resources in Thach Thanh

According to the report of the People's Committee of Thach Thanh district, there are 14 licensed mineral mines in the district, with 28 mines on a total area of ​​98.86 hectares. Of which, 9 mines exploit land and minerals along with 23 mines and 5 stone mines. In general, enterprises strictly comply with the provisions of the law on mineral exploitation and environmental protection, such as exploiting within the boundary, building a wastewater and solid waste collection and treatment system; improving and restoring the environment after the exploitation period expires... However, due to many different reasons, mineral exploitation activities in the area still have some shortcomings and limitations.

In order to ensure the enforcement of the law on mineral resource management, Thach Thanh district has drastically and synchronously implemented solutions, enhanced the spirit and responsibility of State management of all levels of government and mobilized the participation of all classes of people in supervision. Specifically, the District People's Committee has issued documents directing and operating, requiring mineral exploitation enterprises to strictly comply with the provisions of the law; exploiting within the time frame from 5 am to 7 pm every day to minimize the impact on people's lives; installing weighing stations and surveillance cameras according to regulations; declaring, posting and selling at the listed price of construction materials at the mine... At the same time, directing the People's Committees of communes and towns to improve the effectiveness and efficiency of State management in mineral exploration, exploitation and processing activities and fully perform the functions and tasks in protecting unexploited mineral resources.

In addition to consolidating and maintaining the activities of the interdisciplinary inspection team with the participation of the District Police and related departments, offices and units, Thach Thanh district has organized diverse and rich content and forms of propaganda to raise people's understanding and awareness of the law on mineral resources and environmental protection. Through that, the highest mobilization of all classes of people to participate in monitoring, fighting and denouncing violations of the law in mineral exploitation and environmental protection activities...

Mr. Tran Ba ​​Son, Vice Chairman of the People's Committee of Thach Thanh district, said: In 2024, through interdisciplinary inspection activities, the People's Committee of the district discovered 12 violations of the law on mineral exploitation. Thereby, the district resolutely established a record of administrative sanctions, forcing the return of illegal profits with a total amount of more than 337 million VND. The main violations were mineral exploitation beyond the boundaries of the permitted exploitation area, illegal mineral exploitation...

In addition, Thach Thanh district has strengthened the inspection and supervision of compliance with environmental protection laws in mineral exploitation activities. Through inspection, the District People's Committee has promptly corrected and requested enterprises to strictly implement environmental protection measures, such as spraying and watering in the mining area and on the transportation route, covering when transporting minerals, etc. to ensure environmental hygiene, minimizing the impact on people's lives. In particular, in 2024, the Chairman of the District People's Committee issued a decision to fine a mineral exploitation enterprise for not implementing one of the environmental protection measures according to the environmental impact assessment report approved by the competent authority, with a fine of 70 million VND.

In the first months of this year, the interdisciplinary delegation of Thach Thanh district continued to inspect and supervise the compliance with the law on mineral exploitation and environmental protection in a number of enterprises. Through the inspection, violations were discovered, decisions were issued to impose administrative penalties, and forced to return illegal profits of 4 organizations and individuals with a total amount of nearly 210 million VND. At the same time, inspections were organized on the State management of mineral resources and environmental protection in a number of commune and town People's Committees.

Vice Chairman of Thach Thanh District People's Committee, Tran Ba ​​Son added: The work of inspecting and examining the compliance with the law on mineral exploitation and environmental protection is continuing to be organized by the district in both regular and ad hoc forms. Through that, it is possible to promptly rectify and tighten discipline, improve the effectiveness and efficiency of State management in this field, effectively serving the task of local socio-economic development.
