Secretary General of the National Assembly, Head of the National Assembly Office Bui Van Cuong has just issued Document No. 4247/TB-TTKQH announcing the Conclusion of the National Assembly Standing Committee on the Government's Report on the implementation of the Constitution, laws, resolutions of the National Assembly, ordinances, and resolutions of the National Assembly Standing Committee in 2024.
Accordingly, on September 12, 2024, at the 37th Session (September 2024), the National Assembly Standing Committee reviewed and commented on the Government's Report on the implementation of the Constitution, laws, resolutions of the National Assembly, ordinances, and resolutions of the National Assembly Standing Committee in 2024.
Concluding this content, the Standing Committee of the National Assembly basically agrees with Report No. 399/BC-CP dated August 30, 2024 of the Government and Preliminary Verification Report No. 3157/BC-UBPL15 dated September 11, 2024 of the Standing Committee of the Law Committee; highly appreciates the Government, the Prime Minister, ministries, branches and local authorities in 2024 for their efforts, responsibility, determination, closely following the requirements of the Party and the National Assembly, innovating implementation methods, promoting advantages and overcoming shortcomings and limitations, synchronously deploying many solutions to perfect institutions, improve the quality and effectiveness of law enforcement organization.
To continue to innovate and promote the implementation of the Constitution, laws, ordinances and resolutions in the coming time, the National Assembly Standing Committee requests the Government, the Prime Minister, ministries and ministerial-level agencies to strengthen discipline and order, and promote responsibility in the organization of the implementation of laws and resolutions of the National Assembly, ordinances and resolutions of the National Assembly Standing Committee.
At the same time, focus on implementing solutions to improve the quality and effectiveness of law-making and law enforcement; urgently and thoroughly overcome the shortcomings and limitations identified in the past in law-making and law enforcement, especially the delay in submitting draft laws and resolutions to the National Assembly and the National Assembly Standing Committee, and the issuance of detailed regulations that do not meet the prescribed deadline.
Along with that, promptly handle legal documents with contradictory, overlapping, loopholes, inadequacies, and signs of illegality discovered after monitoring, inspection, and review; focus on investing resources, ensuring necessary conditions for the work of building, perfecting, and synchronously developing institutions and enhancing the effectiveness of law enforcement.

Coordinate with the agencies of the National Assembly to develop a Project on innovation and improvement of the professional, scientific, timely, feasible and effective law-making process (to be completed in 2024) to report to competent authorities for consideration, as a basis for research and proposal to amend the Law on Promulgation of Legal Documents in 2025 as required by Resolution No. 27-NQ/TW of the 6th Conference of the 13th Party Central Committee.
The Standing Committee of the National Assembly requests agencies, organizations and individuals participating in the law-making process to strictly implement Regulation No. 178-QD/TW of the Politburo on controlling power, preventing and combating corruption and negativity in law-making, promptly detecting and handling regulations with signs of loopholes, inserting "group interests", local interests, and potential risks of corruption and negativity; the Council of Nationalities and the Committees of the National Assembly to strengthen the supervision of legal documents, organize thematic supervision, and explain the contents of legal documents with signs of contradiction, overlap or incompatibility with reality; proactively monitor and promptly urge the implementation of conclusions, resolutions and supervision recommendations of the National Assembly, the Standing Committee of the National Assembly, the Council of Nationalities, and the Committees of the National Assembly.
Based on the opinions of the Standing Committee of the National Assembly and the preliminary review opinions of the Standing Committee of the Law Committee, the Standing Committee of the National Assembly requests the Government to direct the study, acceptance and completion of the Report to be sent to the National Assembly deputies before September 22, 2024, in which it is necessary to supplement and clarify the following contents: the consideration of the responsibility of the heads of agencies for the delay in implementing laws, resolutions, and issuing documents with illegal content; the results of handling documents issued late, documents with signs of illegality discovered through the supervision of legal documents of the Ethnic Council and Committees of the National Assembly in 2023; the results of implementing the tasks stated in Sections 8 and 9 of Resolution No. 142/2024/QH15 on the 7th Session of the 15th National Assembly.
The Standing Committee of the National Assembly assigned the Law Committee to preside over and coordinate with the Ethnic Council and the National Assembly Committees to officially examine the Government's Report to submit to the National Assembly at the 8th Session for general discussion on socio-economic contents and other work reports of the Government.
