Tighten management of beaches and swimming pools; prevent drowning

Sunworld beach (Bai Chay ward) is crowded with tourists in the summer.

On April 4, 2025, the Chairman of the Provincial People's Committee issued Document No. 954/UBND-VHXH directing the work of welcoming and serving tourists during the April 30-May 1 holiday and the 2025 peak tourist season. In particular, localities are required to regularly inspect the work of ensuring beach safety, only allowing activities when meeting the prescribed conditions; taking measures to control and prevent tourists and residents from swimming at spontaneous and unsafe beaches. However, recently in Mong Cai City, there was a drowning incident that killed 2 tourists.

Therefore, to ensure the highest level of safety for people and tourists during the summer vacation of students, the peak tourist season of the year, the Chairman of the Provincial People's Committee requested the Chairmen of the People's Committees of localities, heads of departments, branches, agencies, and units to thoroughly grasp and strictly implement the contents.

Specifically, the Department of Culture, Sports and Tourism conducts a general inspection of safety assurance at tourist beaches, checks swimming pools serving tourists, and only allows activities when they meet safety conditions according to regulations; to be completed before April 30, 2025. In addition, the organization warns all accommodation establishments, tourist areas, tourist attractions, cruise ships, service ships, and entertainment venues about the risk of drowning and takes measures to prevent, avoid, and warn; instructs press agencies and grassroots information systems to increase propaganda about the risk of drowning, disseminate knowledge of prevention, avoidance, and first aid to people and tourists.

The People's Committees of localities thoroughly grasp and determine the responsibilities of the heads of local Party committees, authorities and related units in disseminating, warning, preventing and avoiding drowning; strictly implement the instructions in Official Dispatch No. 954/UBND-VHXH dated April 4, 2025 of the Chairman of the Provincial People's Committee. In addition, organize regular inspections of the work of ensuring safety of beaches and swimming pools in the area, only allow operations if qualified; conduct a general review of locations at risk of drowning in the area, take measures to thoroughly overcome existing problems that cause unsafety, and minimize people's access to dangerous areas (add danger warning signs, signs prohibiting swimming in unauthorized places; add spare lifebuoys for emergencies; mobilize households with ponds and lagoons to equip themselves with life jackets, lifebuoys, and drowning rescue poles to carry out on-site rescue).

The Provincial Media Center increases the amount of news and articles disseminating warnings about risks, prevention and first aid measures in case of drowning; broadcasts daily warning messages on all of the Center's media platforms from now until the end of the summer vacation; reflects and criticizes localities, agencies and units that have not strictly implemented the province's instructions on this content.

The Department of Education and Training; the Department of Culture, Sports and Tourism; the People's Committees of localities; request the Fatherland Front Committee and socio-political organizations to strengthen propaganda work on the risk of drowning, disseminate knowledge of prevention and first aid to people and tourists; carry out well the work of managing students during the summer; continue to organize swimming lessons and instructions on drowning prevention for people in appropriate forms.

The Department of Home Affairs shall preside over and coordinate with the Department of Culture, Sports and Tourism; Department of Education and Training; Department of Construction; Provincial Police and People's Committees of localities to include the implementation content and results of drowning prevention work of departments, branches, localities, agencies and units in the assessment of the level of completion of annual tasks.
