On some social networking sites, there is information related to Shine Clinic Dermatology Clinic (No. 6 Truong Quyen, Ward 6, District 3, Ho Chi Minh City) such as Fanpage “Shine Premium By Dr. Tran Ngoc Anh” currently has a lot of advertising information about the activities of this clinic. In which, there is some advertising content about the doctors working at the clinic such as Dr. Tran Ngoc Anh as a professional consultant, Dr. Nguyen Phi Nhat as a professional director.
Through research on the Information Lookup Portal of the Ho Chi Minh City Department of Health, Dr. Tran Ngoc Anh has a practice certificate 02601/SYT-GPHD and is currently in charge of technical work at the dermatology clinic at 02-04 Hoa Cuc (Ward 7, Phu Nhuan District, Ho Chi Minh City). Dr. Anh's registered place of work is only at this clinic outside of office hours and there are no other locations.
Similarly, the Department of Health's system also shows that there is only one Doctor Nguyen Phi Nhat with practice certificate 045312/HCM-CCHN currently in charge of technical work at Citrime Dermatology Clinic - address No. 6-8 Raymondienne Street (Starhill Area, Tan Phu Ward, District 7, HCMC) with working hours from 8am to 9pm.
However, in response to the Journalist and Public Opinion newspaper earlier, the District 3 Health Department said that at 6 Truong Quyen, there are currently 2 business registration certificates in operation. The first is Shine Clinic & Spa with the business owner being Mr. Nguyen Phi Nhat, the registered business is skin care. Data on the Department of Health's lookup system also clearly states that this business is not allowed to perform cosmetic services.
The second business registered at 6 Truong Quyen is Shine Clinic, with the owner being Ms. Huynh Thi Thuy Nga, with the registered business line being “Dermatology Clinic”. This business was also granted a medical examination and treatment license number 04324 by the Ho Chi Minh City Department of Health on June 30, 2023. The clinic’s daily working hours from Monday to Friday are from 5:00 p.m. to 8:00 p.m., and from 8:00 a.m. to 7:00 p.m. on Saturdays and Sundays.
Thus, Shine Clinic is only allowed to operate activities in the technical list of a dermatology clinic during the above mentioned period. However, according to consultation via Fanpage related to the clinic, the consultant said that Shine Clinic still provides scar removal and melasma treatment activities during business hours.
This shows that there is an unreasonable working time registered with the clinic's authorities as well as the working time of the doctors stated in the practice certificate publicly posted on the system of the Ho Chi Minh City Department of Health.
Journalists and Public Opinion Newspaper will continue to work with authorities to clarify the above issues.
On April 26, 2023, the Department of Health conducted an inspection and proposed that District 3 People's Committee issue Decision 328/QD-XPHC dated May 5, 2023 on administrative sanctions in the health sector against Dr. Huynh Thi Thuy Nga, the person in charge of professional responsibility at Shine Clinic Dermatology Clinic.
The authorities determined that this clinic had violated the regulations on operating conditions and use of medical examination and treatment licenses at Point c, Clause 1, Article 39 and violated the regulations on technical expertise in medical examination and treatment at Point d, Clause 1, Article 40 of Decree 117/2020/ND-CP regulating administrative sanctions in the medical field with a fine of 4 million VND.
On the same day, District 3 People's Committee also issued Decision 329/QD-XPHC against Mr. Nguyen Phi Nhat - owner of Shine Clinic & Spa business for violating regulations on retail sale of drugs and medicinal herbs at Point a, Clause 5, Article 59 of Decree 117/2020/ND-CP with a fine of 25 million VND. District 3 Health Department said it will continue to coordinate with functional units of the district and the Ward People's Committee to continue monitoring the operation of the facility.
