Slow land clearance in Kon Tum: Will replace officials who avoid and fear responsibility
Regarding many key projects that are behind schedule due to land acquisition problems, Kon Tum Provincial Party Committee affirmed its determination to transfer and replace cadres and civil servants who are assigned tasks but avoid them, are afraid of making mistakes, and are afraid of responsibility.

Congestion
Currently, many key projects in Kon Tum province are under construction at a slow pace due to lack of clean land.
For example, the project to upgrade and expand Provincial Road 671 has a total investment of 128 billion VND. The project was implemented from September 2022 and is expected to be completed in August 2024, but so far, the project is still delayed due to problems in site clearance.
Or the project of bridge No. 3 across Dak Bla River (Kon Tum City) with a total investment of 121 billion VND. This project has been accepted by the Management Board of Investment and Construction of Traffic, Civil and Industrial Works of Kon Tum Province but cannot be used yet because the project does not have access roads to both ends of the bridge.
The reason was determined to be that many households had not received money, had not agreed to the compensation plan or had not accepted resettlement.
Similarly, the project of embankment to prevent floods and landslides in ethnic minority villages along the Dak Bla River was implemented from September 2021 and is expected to be completed in September 2024. To date, the project has only achieved about 14.6% of the contract value.
Regarding this project, Kon Tum City People's Committee has not yet established specific land prices, making compensation and site clearance impossible.
Correcting the slow land clearance situation
To resolve the problems related to site clearance, recently, Provincial Party Secretary and Chairman of the Provincial People's Council Duong Van Trang signed and approved a Resolution (No. 57/NQ-HDND) which identified the need to clarify the responsibilities of the heads of localities and agencies.
The Resolution emphasizes that compensation and site clearance are important tasks, prerequisites, and decisive factors in the progress of public investment disbursement and investment attraction, directly promoting the socio-economic development of the province.
Kon Tum Provincial Party Committee requires immediate rectification and review of the slow site clearance of key projects under the province's authority and responsibility. At the same time, resolutely transfer and replace cadres and civil servants who are assigned tasks but avoid them, are afraid of making mistakes, and are afraid of responsibility.
Every year, there are comments, assessments, and reviews of the responsibilities of leaders, heads of localities, and related agencies for not completing compensation and site clearance work on schedule as planned.
In addition, the Kon Tum Provincial Party Committee requested to focus on completing and promptly promulgating documents regulating compensation and site clearance under local authority when the 2024 Land Law comes into effect.
