Cadres with low credibility must be promptly considered for removal from the planning, resignation, dismissal or assignment to another job lower than the current position without waiting for the end of their term or appointment period.

Specifically, the Civil Aviation Authority will take a vote of confidence for the following positions: Director; Deputy Director; Directors and Deputy Directors of the Northern, Central and Southern Airports Authorities; and leaders of the Aviation Medical Center.

The time for taking the vote of confidence is in July, and can be combined with the unit's 6-month review conference. The conference to take the vote of confidence can only be held when at least 2/3 of the summoned people are present.

The Civil Aviation Authority strictly prohibits and strictly handles violations, distorting the level of trust; or taking advantage of the vote of confidence to reduce the reputation of others, causing internal division and disunity. The results of the vote of confidence must be reported to the competent authority in charge of personnel management and made public according to regulations.

The process of organizing the vote of confidence must strictly comply with Party regulations and related documents, ensuring substance, contributing to strengthening the trust of cadres, Party members, civil servants, public employees, and workers in the Party.

“This is not a new event, but the Department follows the instructions of the Central Government and the Ministry of Transport. Accordingly, the vote of confidence for leadership positions at agencies and units under the Civil Aviation Authority in 2023 is based on the principles of Party leadership, democratic centralism, self-criticism and criticism.
