Today (October 6), the Ministry of Education and Training held a scientific conference to summarize 10 years of implementing Resolution No. 29 of the Party Central Committee on fundamental and comprehensive innovation of education and training to meet the requirements of industrialization and modernization in the context of a market economy, socialist orientation and international integration in university education.
Planning the network of university and pedagogical education facilities is one of the contents mentioned in the workshop of the Ministry of Education and Training this morning.
According to delegates attending the workshop held in Hung Yen, one of the contents shared by the Ministry of Education and Training here is related to the planning of the network of universities and pedagogical institutions. Accordingly, the Ministry of Education and Training said it is preparing to submit to the Prime Minister for approval the planning of the network of universities and pedagogical institutions for the period 2021-2030, with a vision to 2050.
The arrangement of the network of higher education institutions and teacher training aims to establish an open, fair, equal, high-quality, effective higher education system serving lifelong learning; with a reasonable scale and structure, meeting the needs of high-quality human resources, applying science and technological innovation to serve the sustainable development of the whole country and each locality; as a basis for implementing the medium-term public investment plan nationwide in the field of higher education, and at the same time as a basis for mobilizing resources from the community and society to develop higher education.
In the coming time, one of the tasks and solutions that higher education needs to focus on is related to completing the planning and arrangement of the network of higher education and pedagogical institutions. In particular, optimizing the operations of each higher education institution and the entire network of higher education institutions to improve the training structure, enhance efficiency, and meet the requirements of high-quality human resources for socio-economic development of localities, economic regions and the country. Building a system of performance indicators and standards for higher education institutions.
Notably, the merger and consolidation of small-scale, single-disciplinary universities that operate inefficiently and with poor quality; the reduction of the number of public higher education institutions. Prioritizing the development of a number of large, key national universities and a number of key industry universities. At the same time, arranging and transferring a number of public science and technology organizations operating in the field of basic research to be affiliated with research-oriented universities.
Previously, from 2021, the Prime Minister signed a decision approving the task of planning the network of university and pedagogical education institutions for the 2021-2030 period, with a vision to 2050. One of the planning viewpoints put forward is to review and rearrange the system of university and pedagogical education institutions to ensure reasonable scale, occupational structure and regional distribution, meeting the human resource needs for socio-economic development of the whole country and localities. The Ministry of Education and Training is the planning agency, responsible for ensuring the implementation of steps in accordance with the provisions of the law on planning and other relevant laws.
