Enforce households illegally encroaching on land

Mr. Nguyen Ngoc Quy, Director of the Quang Binh Province Traffic Construction Investment Project Management Board, said that the coastal road project has a large and complicated site clearance volume, so after more than 2 years of implementation, the project is still facing difficulties and problems that affect the progress and cause difficulties for contractors in implementing the construction plan.

The coastal road project through Quang Binh is entangled with many areas of aquaculture ponds of local people.

Specifically, the project is currently facing difficulties in areas with changes in forest use purposes and aquaculture farms. Resettlement, relocation of technical infrastructure, and relocation of tombs on the route have not been completed.

The representative of the contractor Son Hai Group Company Limited, which is constructing the Km7 section through Hai Ninh commune, Quang Ninh district, said that the unit really needs more land to carry out the construction, but up to this point, because it has not been handed over, the machinery on the construction site must be transferred to another construction site.

On August 20, Mr. Tran Xuan Tinh - Vice Chairman of the People's Committee of Quang Ninh district, Quang Binh province said that in the area, many households have not yet handed over land such as houses, construction works, ponds, and aquaculture farms to construct the coastal road project through the area.

Many households illegally encroached on land and built extensions for aquaculture and were forced to dismantle.

Previously, on August 9, Quang Ninh district issued a notice on a plan to organize enforcement of the decision to sanction administrative violations related to land in Hai Ninh commune.

Accordingly, in Hai Ninh commune, there are 4 households with aquaculture ponds encroaching on land, using land for the wrong purpose, and constructing works that the locality had previously issued administrative sanctions to force them to dismantle.

Mr. Tran Xuan Tinh said that after continuing to propagate and mobilize, many households have received compensation, support, and handed over the land. Up to this point, there are only 4 households that have not complied. These households have been propagated and mobilized many times by the authorities but have not received compensation, support, and have not complied with the decision to reclaim the land and hand over the land.

"Currently, one household has complied with the demolition of the encroaching construction to hand over to the contractor for construction. If handed over, the contractor's construction site will be constructed smoothly from Km 7+500 to Km 9," said a representative of the contractor Son Hai.

Thoroughly find a solution

According to statistics, implementing the Coastal Road project, the whole Quang Binh province has 22 households and organizations with aquaculture farms affected within the project scope, with a total area calculated by length of about 5km.

A household arbitrarily dismantled the illegal construction to restore the original state.

According to the Department of Transport of Quang Binh province, for nearly 2 years, localities, departments and branches have had great difficulty in pricing materials, machinery and equipment for aquaculture because they are not included in the province's price list.

In addition, equipment and machinery are researched by people and farmers themselves, applying different models, technologies, and farming objects, going through many periods, without any common standards or processes used, making pricing even more difficult.

Faced with the above situation, recently, the leaders of Quang Binh province have planned to establish a Council to appraise the continuity of affected assets within and outside the project's land acquisition and clearance area.

The contractor sent machines to assist people in dismantling illegal constructions.

Regarding the valuation of materials, machinery and equipment serving aquaculture not included in the compensation price list, the Department of Finance shall preside over and coordinate with the investor and relevant departments, branches and units to study, advise, propose and report to the Provincial People's Committee on the establishment of a Council for valuation of compensation assets for land acquisition and site clearance of the project.

In the coming time, with the establishment of Price Appraisal Councils, difficulties in compensation and site clearance for aquaculture farms will be resolved, in order to quickly hand over the site to the project contractor.

The coastal road project of Quang Binh province, invested by the Department of Transport, started construction on January 24, 2022, with 3 sections with a total length of 80km, including: Nam Roon - Quang Phuc section 21.9km long; Nam Cau Ly Hoa - Quang Phu section 15.5km long and Ha Trung - Mach Nuoc section 42.6km long.

The Coastal Road Project has 54 households subject to resettlement. The project has arranged 4 resettlement areas with a total investment of 82 billion VND, of which Quang Trach district has 1 resettlement area, Bo Trach district has 1 resettlement area and Le Thuy district has 2 resettlement areas.
