Far exceeding the social housing target assigned by the Prime Minister
According to the Project to invest in building at least 1 million social housing apartments for low-income people and industrial park workers in the period of 2021 - 2030 approved by the Prime Minister, Hai Phong City was assigned to build 33,500 apartments.
On this basis, Hai Phong City Party Committee issued Resolution No. 09 on social housing development in the area until 2030. Accordingly, Hai Phong plans to build 15,400 social housing units in the period of 2021 - 2025 (putting 80% of these on the market).
In the period of 2026 - 2030, Hai Phong strives to build 18,100 more social housing units for low-income people. Thereby, completing the target assigned by the Prime Minister.
The groundbreaking ceremony of Happy Home Trang Cat social housing project in Hai An district, Hai Phong city, with an investment capital of more than 5,800 billion VND, was held in early 2024.
Based on the fact that some investors still have many concerns when investing in building social housing, it will be difficult to sell or rent when many low-income people have the need but do not have the conditions to buy or rent, recently, Hai Phong City has promoted lending from preferential capital sources of the Government through the Social Policy Bank. In particular, priority is given to workers in need to borrow capital with preferential interest rates to buy or rent social housing.
In addition, to facilitate investors in implementing social housing projects, Hai Phong City has a policy of creating clean land funds to develop social housing in areas with many industrial parks and clusters, where many workers and laborers live, such as in An Duong district, Thuy Nguyen district, Hai An district, etc.
At the same time, diversify construction investment methods, encourage economic sectors to use equity capital, bank loans and legally mobilized capital to build social housing.
Thanks to that, the implementation of social housing construction in the area according to Resolution No. 09 of the Hai Phong City Party Committee has many positive signals. According to information from the Hai Phong Department of Construction, as of early March 2024, there were 4 projects with products brought to the market for exploitation and use with a total of 1,600 units.
In addition, 7 projects have started construction with a total scale of about 11,500 apartments, 8 projects have selected investors, preparing to start construction with a total scale of about 9,300 apartments and 11 projects are being completed by local departments and branches to select investors, expected to have products before 2030 with about 12,400 apartments.
In addition, according to Resolution No. 04/2022/NQ-HDND approved by the 16th Hai Phong City People's Council, term 2021 - 2026, at the 6th session, the locality will combine social housing projects with the renovation of old apartment buildings in the area. It is expected that there will be more than 8,000 more social housing units from these projects.
Thus, it is expected that by 2030, Hai Phong will have about 42,000 social housing units, far exceeding the target assigned by the Prime Minister according to the Project to invest in building at least 1 million social housing units for low-income people and industrial park workers in the period 2021 - 2030 (33,500 units).
Removing difficulties to bring social housing to people in need
Currently, many low-income people in Hai Phong who need social housing are wondering and worried about the abundant supply but whether social housing will reach them or not when purchasing procedures and accessing information face many difficulties.
Regarding this issue, at a press conference held at the end of February 2024, Mr. Do Huu Hung - Deputy Director of Hai Phong Department of Construction, said that information on social housing projects is regularly updated on the website of the City Department of Construction. This is also the official and reliable information channel for people to grasp information about social housing projects that are eligible for sale and have approved selling prices.
In addition, people can directly access the projects being implemented to have a visual and realistic view of the project. The project consulting team will answer questions and provide information related to the project.

Mr. Do Huu Hung informed that there are currently two main problems that people are facing when buying social housing: requesting confirmation of housing conditions and status at the commune-level People's Committee and workers working in industrial zones, most of whom have taxable income (income level over 11 million VND/month) are not eligible to buy social housing.
In fact, some commune People's Committees in Hai Phong City do not confirm according to the form prescribed by the Ministry of Construction. In addition, most workers have an income of more than 11 million VND/month but have a great need to buy social housing.
To resolve this issue, recently, the Hai Phong Department of Construction has advised the City People's Committee to issue a document directing agencies, units, and People's Committees of districts and towns to confirm the prescribed application form for subjects registering to buy social housing in the area.
In order to “resolve difficulties” for those with incomes of more than 11 million VND/month who want to buy social housing, the Hai Phong Department of Construction has proposed that the Ministry of Construction and the Government consider issuing a Decree to expand income conditions for those who want to buy social housing. This proposal is currently being considered by the Central Government .
