Candidates who fail the graduation exam from 2024 or earlier will be able to retake the exam with a separate test, different from the test for students graduating from 2025.
The Ministry of Education and Training said on March 4 that this is to ensure the rights of students who have studied under the old program.
"This content will be included in the transitional provisions of the circular promulgating regulations on high school graduation exams from 2025," the Ministry of Education and Training stated. However, the Ministry has not yet provided a specific exam plan for this group of candidates.
2024 is the last year for candidates to take the high school graduation exam according to the 2006 general education program. From 2025, the exam will have many changes to suit the generation of students according to the new books and general education program (2018 program).
Specifically, if studying according to the old program, students will take four exams to be recognized as graduating. Of which, three independent exams include Math, Literature, Foreign Language; one of two combined exams is Natural Science (Physics, Chemistry, Biology), Social Science (History, Geography, Civic Education for general education; or History, Geography for continuing education).
In 2025, the high school graduation exam will only have two compulsory subjects: Math and Literature. Candidates will choose two more subjects from the remaining 9 subjects, including Foreign Languages, History, Physics, Chemistry, Biology, Geography, Economic and Legal Education, Information Technology, and Technology. The content of the exam will also be oriented towards assessing capacity, closely following the goals of the new program.
This difference has many students worried that failing the 2024 graduation exam will make it difficult to retake the exam next year. Every year, nearly 1% of the approximately one million candidates fall into this category.

Previously, at a press conference announcing the plan to organize the 2025 high school graduation exam in November 2023, Mr. Nguyen Ngoc Ha, Deputy Director of the Department of Quality Management, said that the Ministry of Education and Training is considering the option of organizing a separate exam for candidates who failed to graduate this year.
The Ministry's confirmation helps candidates feel more secure. This is also the basis for universities to develop admission plans for this group of candidates who retake the exam.
As for this year’s exam, the Ministry of Education and Training will issue guidelines in the next few days. Candidates are expected to start registering in April and take the exam at the end of June. University admission registration will take place afterwards, with almost no changes compared to last year.
