Economic leadership area of Ho Chi Minh City
Speaking at the conference, Mr. Hoang Tung, Chairman of Thu Duc City People's Committee, shared that on January 21, the Prime Minister approved the general planning project of Thu Duc City under Ho Chi Minh City until 2040.
The approved master plan of Thu Duc City to 2040 plays a particularly important role and significance for the city's development; is an important legal basis for orienting spatial development, organizing economic infrastructure, social infrastructure, land use planning... to exploit and maximize potentials and strengths to realize the goal by 2040 of developing Thu Duc City into a creative, highly interactive urban area; an area leading the economy of Ho Chi Minh City , the Ho Chi Minh City metropolitan area through knowledge-based economic activities; initially becoming a national financial center, towards the international region.
According to the master plan, Thu Duc City is a type 1 urban area of Ho Chi Minh City; is the traffic hub of the Southeast region in terms of road, rail, maritime and inland waterways and is the eastern center of economics, science and technology, culture, education and training...
Thu Duc City has a population of about 1.8 million people by 2030, about 2.6 million people by 2040 and about 3 million people after 2040.
Thu Duc City will develop 9 urban railway lines in the future.
Regarding the space, Thu Duc City is divided into 9 sub-regions corresponding to 11 development focal points associated with cultural and historical values and potential advantages, which have been researched and debated scientifically, intelligently and responsibly, to maximize the value of each sub-region, to act as a driving force for economic development, attract investment, create job opportunities, and provide high-quality social amenities for people, in which the development focal points are also innovation and creativity centers to form a knowledge-based economy; develop according to the trend of smart urban areas.
Mr. Tung assessed that the master plan will have a profound positive impact on many aspects of Thu Duc City from the management and operation of the government as well as the activities of the people and businesses, opening up many new directions of development thanks to the connectivity and synchronization through 9 zoning plans. From there, many difficulties in construction licensing and other legitimate needs of the people and businesses will be removed.

Regarding transport infrastructure, Thu Duc City will open up many new spaces such as developing 9 urban and inter-regional railway lines, connecting Thu Duc City with the rest of Ho Chi Minh City and Long Thanh International Airport, meeting 50% - 60% of travel demand. At the same time, urban development will be oriented towards public transport (TOD); developing many new routes with inter-regional connectivity such as the route connecting Cat Lai - Phu Huu Port - Ring Road 3 Intersection - Ho Chi Minh City - Long Thanh Dau Giay Expressway, the route connecting Ring Road 2 to Ho Chi Minh City - Chon Thanh Expressway.
Thu Duc City is oriented to develop into a creative urban area, an economic leading area of Ho Chi Minh City.
Urban space is planned with green space and water surface as the center, organizing a system of rivers, canals, and ditches (Saigon River, Dong Nai River, Tac River, Chiec Canal, Trau Trau Canal, Go Cong Canal, Ong Nhieu Canal, ...) connected with a system of public green parks, forming a unique spatial structure framework, at the same time playing the role of water storage and drainage corridors.
Thu Duc City will increase the land area for urban-level educational facilities by nearly 5 times, increase the land area for urban-level medical facilities by more than 10 times, increase the land area for urban-level cultural and sports facilities by about 3 times, including the National Sports Complex in Rach Chiec area as well as the green park area will reach 1,800 hectares.
Speaking at the conference, Chairman of Ho Chi Minh City People's Committee Phan Van Mai stated that the Thu Duc City Master Plan with 9 areas, 11 key areas and main development orientations of each area is the basis for Thu Duc City to introduce to domestic and international investors to invest in Thu Duc City in key areas according to each sub-region.

In order for the planning of Thu Duc city to be implemented effectively, Mr. Mai suggested that the People's Committee of Thu Duc city organize the public announcement of the planning project to each ward, neighborhood, household, enterprise... so that people and enterprises can clearly understand the planning; create high consensus among the people, contributing to the effective implementation of the planning and works and projects in the area.
At the same time, Thu Duc city needs to coordinate with departments and branches to develop detailed plans and projects, including organizing the actual planning of 9 development zones, to implement in stages; Urgently complete the zoning plans no later than September 2025.
Thu Duc City also needs to focus resources on calling for investment to complete the Thu Thiem area associated with the construction of an international financial center. For the Truong Tho area, Thu Duc City will coordinate with Ho Chi Minh City National University to complete investment in the national university technology park; urgently expand the high-tech park before 2030.
Mr. Mai also suggested that Thu Duc city strengthen development cooperation with neighboring areas, not only districts of Ho Chi Minh City but also with areas that have close relationships with Ho Chi Minh City such as Binh Duong, Dong Nai, Ba Ria - Vung Tau, in association with promoting the strengths and advantages of each locality in common development; invest in developing high-quality human resources, focus on effectively exploiting educational and training intelligence to serve the common development goals of Thu Duc city and Ho Chi Minh City; strongly and effectively reform administrative activities to serve the people.
