TPO - The Ministry of Transport said it has approved 36 rest stops on the North-South Expressway from Lang Son to Ca Mau. The Ministry has also issued a circular amending national technical regulations on road rest stops.
This is the content of the report sent by the Ministry of Transport to the National Assembly on the implementation of the National Assembly's resolutions on questioning and thematic supervision activities.
According to the Ministry of Transport, as of October, there are 9 rest stops that have been invested in and are being built (6 stations have been put into operation; 1 station has been put into operation on one side, and is investing on the other side; 2 stations are being invested in and built); 1 station managed by the locality will be deployed when investing in the Huu Nghi - Chi Lang expressway; 2 stations on the route invested by the Vietnam Expressway Corporation (VEC) are implementing investment procedures.
Of the 24 rest stops belonging to the North-South Expressway component projects in the East managed by the Ministry of Transport, 8 stations have completed the selection of investors and signed contracts.
“It is expected that essential public service works (restrooms, parking lots) will be basically completed before December 31, 2024 and all rest stops will be completed in 2025,” said the Ministry of Transport.
Regarding 13 rest stops that are organizing bidding to select investors, the Ministry of Transport said that on September 16, the Government issued a decree detailing a number of articles and measures to implement the Law on Bidding on selecting investors to implement investment projects using land, so these 13 rest stops have canceled the bidding notice to select investors.

The Ministry of Transport has directed relevant units to update bidding documents according to the new circular, issue bidding documents, and select investors. It is expected to complete the selection of investors for these 13 rest stops this year.
For the 3 rest stops on La Son - Hoa Lien road, the Deo Ca tunnel project, My Thuan - Can Tho expressway is completing legal procedures, investment plans or carrying out procedures to add rest stops in the project investment decision.
Also according to the Ministry of Transport, while waiting for the rest stops to complete investment and put into operation, the Ministry of Transport has directed agencies and units to organize 8 temporary rest stops along the North-South Expressway in the East where there are no rest stops.
In particular, the section from Hanoi to Vinh, in addition to the 2 rest stops currently operating on the Hanoi - Ninh Binh section, 3 temporary stations have been arranged from Mai Son (Ninh Binh province) to Vinh; the section from Ho Chi Minh City to Nha Trang has 5 temporary stations, including 3 temporary stations in the direction from Nha Trang to Ho Chi Minh City and 2 temporary stations in the direction from Ho Chi Minh City to Nha Trang.
With the Cam Lo - La Son route about 98.3km long, there are currently temporary rest stops arranged at km64 + 200 on the left side of the route (area 3,600m²) and km77 + 800 on the right side of the route (area 4,200m²) to ensure rest stops for vehicles on the route.
In addition, the Ministry of Transport has provided and listed the locations of rest stops and gas stations on routes connecting to highways through intersections so that drivers can know and use them temporarily.
