In Binh Thuan province, the Phan Thiet airport project has undergone planning adjustments and an increase in total investment, necessitating a revision of the policy and the premature termination of the BOT contract.

The Phan Thiet airport project was initially planned as a 4C-class airport, with a 2,400m runway and an operating capacity of 500,000 passengers per year. In September 2016, the People's Committee of Binh Thuan province signed a BOT (build-operate-transfer) contract with Rang Dong Joint Stock Company to invest in the civil aviation component.

By 2018, the Phan Thiet airport master plan was adjusted by the Ministry of Transport to become a 4E-class domestic airport, with a 3,050m long runway and a passenger terminal with a designed capacity of two million passengers per year.
Due to changes in scale and total investment, many points in the BOT contract are no longer suitable. On June 6th, the People's Committee of Binh Thuan province issued a document requesting Rang Dong Joint Stock Company to terminate the project contract ahead of schedule. After both parties reach an agreement, the province will sign a written agreement on the conditions for terminating the BOT contract.
According to the plan, the local authorities will seek a new investor with sufficient capacity to carry out the civil engineering project, replacing Rang Dong Joint Stock Company.

The Phan Thiet airport project, approved by the Prime Minister in 2009, is a military-civilian airport covering 543 hectares, located in Thien Nghiep commune. The Ministry of National Defense is the competent authority for the military component, while the civil aviation component is under the management of the People's Committee of Binh Thuan province.
Construction began in early 2015, then temporarily halted. In April 2021, the project was restarted by the Ministry of National Defence. The Air Force is currently focusing on constructing the runway, taxiway, and aircraft parking areas. To date, the military component has reached over 60% completion.
