The mechanism to encourage the development of self-produced and self-consumed rooftop electricity will regulate the authority and procedures for granting green certificates to factories using clean electricity sources.

The announcement clearly stated the Government's view that mechanisms and policies to encourage the development of rooftop solar power for the purpose of self-production and self-consumption in order to gradually replace fossil energy sources are necessary. This is an urgent task and an important solution to mobilize social resources to invest in clean, environmentally friendly energy sources, contributing to ensuring national energy security in accordance with the Government's policy on green growth and is an inevitable development path for Vietnam to realize the goal of reducing greenhouse gas emissions to Net Zero by 2050.

The development of a decree to establish policies to encourage organizations and individuals to invest in rooftop solar power is a consistent policy of the Party, Government and National Assembly, ensuring that there will be no power shortage in the coming time.

One of the notable points is that the Deputy Prime Minister assigned the Ministry of Industry and Trade to develop a mechanism that clearly defines the authority, responsibility, order and procedures for granting "green credits" to factories using clean energy sources, to be completed and reported to the Deputy Prime Minister before April 25.

In case of delay in drafting this decree, the Ministry of Industry and Trade and relevant agencies must be responsible to the Government and the Prime Minister.

Deputy Prime Minister Tran Hong Ha emphasized that Power Plan 8 is an open plan, so if necessary, additional renewable energy sources can be mobilized to replace other power sources to ensure there is no power shortage in any case.

In addition, the Deputy Prime Minister assigned the Ministry of Industry and Trade to study support policies for those investing in rooftop solar power for use.

Regarding the scope, the subjects applied with this mechanism are residential roofs, public offices, office buildings, industrial parks/industrial clusters... in the form of self-production and self-consumption connected to the national grid or independent operation not connected to the national grid, with or without storage batteries, researching solutions using Zero export.

Develop a set of sample documents with specific regulations on standards, technical regulations, and requirements for state management in encouraging the development of rooftop solar power; clearly stipulate the processes, procedures, and processing time of each related field in the spirit of a one-stop shop, transparency, publicity, reform, and maximum shortening of documents and procedures, including regulations on construction procedures, fire prevention and fighting, etc. to create maximum convenience for people and businesses, while avoiding profiteering and negative behaviors.

Researching support policies for cases of rooftop solar power investment for use, including the installation of power storage equipment, requires support plans on prices, taxes, interest rates, etc. to encourage and ensure long-term benefits for investors.

In addition, the Deputy Prime Minister also gave his opinion on the two-component electricity price. This task was assigned to the Ministry of Industry and Trade to coordinate with the Vietnam Electricity Group and relevant agencies to soon implement the two-component electricity price so that electricity customers can raise their awareness in using electricity economically and effectively, contributing to balancing the load chart of the power system, and at the same time helping to make investment in power sources and power grids more effective.
