The Ministry of Home Affairs is seeking comments on the draft Decree regulating electronic transactions in the field of social insurance (SI) and the national database on insurance.
The notable point in this draft is that the state agency has issued regulations to gradually issue electronic social insurance books to employees, instead of paper books as at present.
The electronic social insurance book contains the same information as the paper version and is encoded according to regulations, including the code; basic personal information such as date of birth, gender, nationality, identity card or passport; social insurance payment process such as payment period, payment basis, contribution rate to social insurance funds, occupation, job, unit; information on benefits, settlement of regimes...

The electronic book will be linked to the social insurance participant's level 2 VNeID account. Participants can use their mobile phones to receive the electronic social insurance book.
The time to issue electronic social insurance books to people is expected to start from July 1, and be completed by early 2026 at the latest. This book has the same legal value as a paper social insurance book.
According to the Ministry of Home Affairs, the social insurance book is a document recording the employee's social insurance participation process as a basis for resolving policies. This is not an asset, so according to the Penal Code, it is not allowed to buy, sell or mortgage social insurance books.
Vietnam Social Security said that currently, the whole country has more than 621,000 enterprises transacting electronically with the Social Security agency, more than 36 million accounts using VssID; more than 5.5 million times using ID photos on VssID to complete medical examination and treatment procedures.
Up to now, more than 80% of beneficiaries in urban areas receive social insurance and unemployment benefits via ATM cards.
All medical facilities nationwide have also implemented medical examination and treatment using chip-embedded citizen identification cards... helping to reduce procedure time, save on printing costs of health insurance cards and administrative management costs.
