The Hanoi Transport Association has just sent a document to the Hanoi Party Committee, People's Council, People's Committee, Vietnam Fatherland Front, and Hanoi departments and agencies, proposing to re-establish discipline in managing road transport vehicles and bus stations.
The document stated that those working in the transport industry were heartbroken when they received information that Thanh Buoi bus company (HCMC) had a serious accident that left many people dead and injured.
In order to promptly overcome risks in the management and operation of the transport industry, the Hanoi Transport Association recommends that relevant agencies of Hanoi take drastic measures against the evils of "illegal buses, illegal stations", fake contract buses, limousine buses, and shared buses on routes...
Accordingly, it is necessary to comply with the regulations of the Ministry of Transport: Contract vehicles are not allowed to sell tickets directly to passengers, and are not allowed to sell tickets at the pick-up and drop-off points; contract vehicles must send a list of passengers to the local Department of Transport 1 day in advance for management. Fixed-route vehicles must complete departure procedures after picking up passengers by shuttle bus.
The association also recommended that Hanoi re-plan the bus station system. Accordingly, bus stations must be close to the population, increase frequency according to market demand, and must be approved by local authorities and bus stations after being approved by the Ministry of Transport.
According to the Hanoi Transport Association, if they want to eliminate illegal bus stations, the Ministry of Finance should change the lump-sum tax collection for local management (as before). Business-registered vehicles must pay lump-sum tax at the district level. This must be consistent throughout the country, with separate tax rates for each region.
"The bus station should be re-planned to match the infrastructure development. The bus station should not be moved too far away so that people do not have to travel far and cause difficulties for transport businesses," the Hanoi Transport Association proposed.
