The Ministry of Finance has just issued additional guidance on the arrangement, placement, and handling of public assets when implementing the arrangement and reorganization of administrative units.

Accordingly, the Ministry of Finance sets out general principles for arranging, distributing and handling public assets when implementing the two-level government model.

Specifically, agencies, organizations and units subject to administrative unit rearrangement must conduct inventory, classify and make a list of public assets; report to competent authorities; and hand over and receive assets to agencies, organizations and units after the rearrangement.

The development of a plan for the arrangement, disposition and handling of assets must be carried out simultaneously with the process of developing a Project for the arrangement and reorganization of administrative units at all levels.

The arrangement, organization and handling of assets must be appropriate to the management object, purpose of use as well as the nature and characteristics of the assets.

Can arrange a working headquarters for many agencies and units

According to the guidance of the Ministry of Finance, priority is given to arranging working headquarters and public service facilities of district-level agencies, organizations and units (after abolishing the district level) for grassroots administrative units where the headquarters are located, or for other State agencies, organizations and units (including central agencies, organizations and units located in the area) that need to use them as working headquarters and public service facilities.

In which, it is possible to arrange a working headquarters for many agencies, organizations and units to use together according to management methods as prescribed in current regulations.

Carry out the exchange (transfer) of headquarters and public service facilities between provincial, district, commune-level agencies, organizations, units and central agencies in the area with headquarters that have surplus, excess or lack of area compared to standards and norms to ensure maximum utilization of available facilities in the area.

For the surplus headquarters and public service facilities after being arranged and organized, they will be handled according to regulations on management and use of public assets. Priority will be given to converting their functions to medical and educational facilities, and to other local public purposes (libraries, parks, cultural and sports facilities, etc.).

How are cars and machinery delivered and transferred?

Also according to the guidance of the Ministry of Finance, for specialized cars serving special activities, they will be handled according to the principle that the unit that receives the task will receive the corresponding assets to continue performing the task.

For cars serving the general work of district-level units, after being removed from the district level, they will be transferred to units that are still lacking or do not have assets or will be handled according to regulations.

In case it is necessary to pick up and drop off civil servants, public employees, and workers when they have to change their working location, arrange for existing cars or supplement the quota for using specialized cars to purchase or rent cars according to regulations to serve the pick-up and drop-off, ensuring that civil servants, public employees, and workers fully complete their assigned tasks; ensuring savings and efficiency.

For specialized machinery and equipment, the principle is that any agency or unit that receives a task using specialized machinery and equipment will receive the corresponding assets to continue performing the task.

For common machinery, equipment, shared machinery, equipment and other assets, priority should be given to utilizing assets that are still usable and transferring them to the new workplace of the unit and cadres, civil servants and public employees for continued use. Minimize the need to purchase new assets.

In case of surplus, it will be coordinated between new grassroots administrative units in the district and province or handled according to regulations.

The Ministry of Finance assigns the District People's Committee to develop a plan to arrange, allocate, and handle public assets under its management (including both districts and communes) to report to the Provincial People's Committee together with the Project to arrange and reorganize commune-level administrative units.

Ministries and central agencies with vertical units in the administrative unit's area shall re-examine the organizational structure and the need to use headquarters, public facilities, and public assets of the units according to regulations.
