(Chinhphu.vn) - On the afternoon of April 14, Binh Duong Provincial Party Committee held a conference to disseminate and quickly announce the results of the 11th Conference of the Party Central Committee (13th tenure) and the Plan to collect opinions on the Project to end district-level activities and merge commune-level activities. The conference was connected to 110 points with 12,000 delegates attending.

At the conference, Binh Duong Provincial Party Secretary Nguyen Van Loi quickly reported on the results of the 11th Conference of the Party Central Committee (13th tenure).

Accordingly, the Central Executive Committee highly agreed on the policy of organizing local government at two levels: Provincial level (provinces, centrally-run cities), communal level (communes, wards, special zones under provinces, cities). The operation of district-level administrative units will end from July 1, 2025 after the Resolution amending and supplementing a number of articles of the 2013 Constitution and the Law on Organization of Local Government 2025 (amended) comes into effect.

Agree that the number of provincial-level administrative units after the merger is 34 provinces and cities (28 provinces and 6 centrally-run cities); the names and political-administrative centers of provincial-level administrative units after the arrangement are determined according to the principles stated in the Submission and Project of the Government Party Committee.

In which, Binh Duong province and Ba Ria - Vung Tau province were merged into Ho Chi Minh City, named Ho Chi Minh City, the administrative center was located in Ho Chi Minh City.

The Central Government agreed to merge commune-level administrative units, ensuring that the country reduces the number of commune-level administrative units by about 60-70% compared to present.

Establish local Party organizations corresponding to the provincial and communal administrative systems; end the activities of district-level Party committees. The establishment of local Party organizations shall be carried out in accordance with the Party Charter and regulations of the Central Committee. Agree on the policy of amending and supplementing the Constitution and laws of the State related to regulations on local governments to serve the arrangement of the apparatus of the political system; regulations on the Vietnam Fatherland Front and socio-political organizations.

Currently, the total number of commune-level administrative units in Binh Duong province is 91. Based on the reduction rate according to the Central's orientation, the criteria on area and population, the Standing Committee of Binh Duong Provincial Party Committee considered ensuring the overall stability for localities to continue to develop stably, basically agreeing that after the expected arrangement, there will be 36 commune-level administrative units (including 24 wards and 12 communes), reaching a rate of 39.6% (reducing 55 commune-level administrative units, reaching a rate of 60.4%).

The Standing Committee of Binh Duong Provincial Party Committee also agreed to identify 10 commune-level administrative units as key areas of the province and current district-level localities to create space for development and urban upgrading in the future. It is expected that the organization at the commune level will have 55-59 positions.

According to the plan, before April 24, 2025, Binh Duong Provincial People's Council will meet to review and give opinions on the Project and report to the Central Government.
