Madam, regarding the 2% interest rate support package, there is currently a paradox that many businesses that are eligible for loans do not borrow because they do not have orders and production is difficult; some businesses want to borrow but do not qualify. What is your opinion on this issue?
- Actually, businesses should carefully study the 2% interest rate support package. From the past to the present, looking at the Government's business support packages, small and medium-sized enterprises have received a lot of support. However, the return is very little and the conditions for support are very difficult.
Having set the goal of supporting businesses, helping businesses have more support to recover and develop, why must we set such strict regulations, making the rate of businesses that meet the conditions very low, especially small and medium enterprises with less than 100 employees.
In addition, due to the program design with the provision of resilient projects, this provision makes both lenders and borrowing businesses very concerned about understanding what a resilient business is.
Participating in the socio-economic discussion session on the afternoon of November 1, Minister of Planning and Investment Nguyen Chi Dung said that currently, only 873 billion VND has been disbursed, nearly 2% of the plan. The Government has submitted to the National Assembly permission to continue implementing this program until the end of 2023; if it is not achieved, we will cancel the budget. What is your opinion on this issue?
- In my opinion, there are many direct provisions to facilitate businesses' access, of course, along with that comes very demanding paperwork and procedures, but there are still many businesses expressing their desire to access the support package.
Therefore, the Government needs to design a transitional provision for businesses that submit applications from now until the 2% interest rate support package expires and must still be disbursed afterwards. Disbursement is calculated based on the time of receiving the application, not the time of disbursement.
Business owners always want to nurture and maintain their businesses at all costs, aiming for a brighter future. Therefore, being supported and bolstered by the Government and other departments when resources are cut off is something to be cherished.
In addition, I think that, if possible, the Government should consider another support package - after the 2% interest rate support package, targeting the group of businesses, especially small and medium enterprises that have just escaped the "death door", have just recovered from difficulties but are still "exhausted". Figuratively speaking, the 2% interest rate support package helps support the poor, so designing another support package will target the near-poor group, to completely escape poverty.
With this support package, which groups will be given priority access, madam?
- These are labor-intensive groups such as textiles, footwear and small and medium-sized enterprises, because over 90% of Vietnamese enterprises are small and medium-sized enterprises. This support package will have many ways to support such as extending, reducing, and freezing debt... Specifically, it needs to be calculated further.
To design this support package, some National Assembly Deputies said that it is necessary to consider having an extraordinary session to decide on this matter, to give strength and breath to businesses that have just escaped death but are still very weak. That will help businesses feel more secure in the process of recovery and development.
