The Hanoi Party Committee has just reported to the Standing Committee of the City Party Committee on the implementation of research, planning, investment in renovating and embellishing a number of squares and public spaces in Hoan Kiem district.

According to the report of Hoan Kiem District People's Committee, there are 47 land and house owners in the area where the Hoan Kiem Lake renovation project is being implemented. Among them are 35 households and 12 organizations, agencies and units.

The 12 organizations, agencies and units that must be relocated include: Department of Culture and Sports, Hanoi Electricity Corporation, Institute of Literature - Vietnam Academy of Social Sciences, Hanoi Population Department, Hanoi Blind Association, State Treasury Transaction Office, Electricity Hotel, Northern Electricity Corporation, National Power Transmission Corporation (Power Transmission Company No. 1), City Citizen Reception Committee Headquarters and 2 cooperatives that are currently specialized buildings.

Specifically, the headquarters of the Department of Culture and Sports: The Department of Construction shall preside over and coordinate with the Department of Finance to study and propose the direction of arranging the headquarters of the Department of Culture and Sports and the Department of Tourism into an inter-agency at 38 Hai Ba Trung Street; propose to adjust the investment policy to increase the scale enough for the two agencies. During the process of implementing the investment in construction and renovation of the headquarters at 38 Hai Ba Trung Street, temporary residence shall be arranged at the Vo Chi Cong Inter-agency Area or the area near the headquarters of the City People's Committee.

Headquarters of the Institute of Literature - Vietnam Academy of Social Sciences, Hanoi Association of the Blind, Hanoi Population Department: Assign the Department of Construction to preside over and coordinate with the Department of Finance to review the city's land and housing fund (public property with campus, old villas) to arrange for units.

City Citizen Reception Office: Assign the Department of Construction and the Department of Finance to study the location at 102 Hai Ba Trung Street (headquarters of the Project Management Board and technical infrastructure of agriculture and water supply and drainage of the city) to arrange the working office of the City Citizen Reception Office.

Hoan Kiem Electricity Headquarters: Agree with the report and proposal of Hoan Kiem District People's Committee on the arrangement at No. 13 Duong Thanh Street - Headquarters of Hoan Kiem Housing Management and Development Enterprise.

Headquarters of the State Treasury Office: The State Treasury has decided to hand it over to the city due to no longer having a need to use it; The Department of Finance will soon advise the City People's Committee on receiving the transfer of the above-mentioned real estate and hand it over to the People's Committee of Hoan Kiem District to carry out site clearance work according to regulations.

Headquarters of the National Power Transmission Corporation, Northern Power Corporation, Hanoi Power Corporation, Electricity Hotel, National Power System and Market Operation Company: Assign the Department of Planning and Architecture to study and propose locations for new headquarters for the units (in the headquarters area of ​​the Corporations - Cau Giay New Urban Area).

Regarding the relocation of the headquarters and the Control Centers, Database Centers, and Customer Care Centers that require continuous operation (24/7) of the Electricity Corporations: Electricity units shall proactively review, propose, and clearly state the relocation plan and the plan to ensure stable and continuous operation of the above centers, coordinate with the People's Committee of Hoan Kiem District and the city's departments and branches to review and determine the mechanism and policies for compensation, support, resettlement, and temporary residence, and report to the City People's Committee and the working group in March 2025.

The City People's Committee assigned the Department of Construction, the Department of Finance, and the Office of the City People's Committee to immediately work with the Hanoi Youth Union on the management and use of the Children's Palace (No. 36-38 Ly Thai To) to propose temporary arrangements for units to use while waiting to move to the official location and a plan for long-term exploitation and use of the Children's Palace in the entire area.

Arranging 100 hectares of resettlement land in Dong Anh

Of the 35 households in the project, according to statistics, 23 households have certificates of land use rights and house ownership; 2 households have house rental contracts with Hanoi Housing Management and Development Company Limited; 2 households are in the management book but do not have house rental contracts. Hoan Kiem District People's Committee is continuing to review and collect documents to update and supplement information.

Regarding resettlement arrangements for households within the project scope, the City People's Committee assigned the Dong Anh District People's Committee to arrange a land fund of about 100 hectares to serve the resettlement work for the planning and renovation project of the area east of Hoan Kiem Lake and key projects of the city (Tu Lien bridge, Tran Hung Dao bridge...).

The Department of Planning and Architecture is responsible for coordinating with the People's Committee of Dong Anh district to immediately implement detailed planning (priority is given to the use of clean, cleared land) to create land funds for resettlement for investment projects (renovation of the space in the area east of Hoan Kiem Lake, Tu Lien bridge, Tran Hung Dao bridge...).

The City People's Committee applies the highest compensation mechanism and policy according to regulations for people, arranges land resettlement (in Dong Anh district) for cases eligible for compensation for residential land; arranges temporary housing for households (while waiting for resettlement land) and sells resettlement houses to cases not eligible for land resettlement to stabilize their lives when implementing site clearance.
