Frontline against the epidemic
“New normal” is when life has returned to peace, without the haunting and worrying days of the COVID-19 pandemic that surrounded every residential area, every village from the lowlands to the highlands.
But the memories of the stressful days of fighting the epidemic are still deeply engraved in the minds of many police officers, soldiers, border guards, and shock troops on the front lines.
We still keep in touch with Captain Nguyen Hong Trung - a police officer of Tra Kot commune (Bac Tra My) after he was transferred to work at the base.
When Quang Nam set up the first COVID-19 checkpoints on National Highway 1, Nguyen Hong Trung was one of the police officers present at the checkpoint located at the Chu Lai two-story overpass intersection, one of 71 medical checkpoints set up since April 2020, when the epidemic entered its most intense phase.

Many sleepless nights, he and his teammates faced a very high risk of infection when receiving and screening information for thousands of vehicles traveling through the area every day.
Exposed to the hot sun, day and night, he and his teammates silently devoted themselves to their duties, forgetting their worries and fatigue from eight-hour shifts without a moment's rest.
Hundreds of makeshift quarantine areas were set up in schools, community houses, medical stations... Serving in quarantine areas, coming into contact with "F0, F1, F2" every day, officers and soldiers of the forces also added their names to the long list of people who were unfortunately infected with COVID-19. However, the checkpoints remained steadfast, contributing to the miracle of quickly controlling the epidemic with the whole country.
After the peak of the epidemic prevention, having just received the rank of Senior Lieutenant, Nguyen Hong Trung was transferred to Tra Kot commune (Bac Tra My) under the project of bringing regular police to the commune.
Having to live in a makeshift dormitory in a school, he and his teammates started working under new pressures. Just as they started to get into gear, the storm and flood hit. We saw him again at the scene of the landslide in Tra Tan commune, struggling through the mud to search for people who were unfortunately buried.
After that, Mr. Trung rushed back and forth with the campaign to issue citizen identification cards and electronic identification in Project 06, trying to bring "digital life" to the people in the highlands.

“Fortunately working in the army, I was assigned by my superiors to reinforce the commune. My mindset is to always be ready for the assigned tasks. Only when my superiors trust me will they assign me work, and only when people need me will they contact and inform me.
I have experienced very special moments, some difficult, some dangerous, but I am very happy because no matter what position or job I am in, I have always done well" - Captain Nguyen Hong Trung shared.
The plains are already difficult, and the border guards at the border posts have an even harder time. But those “living shields” at the border have “braved the sun and rain” with their homeland of Quang Nam through the most difficult times.
There are guard posts deep in the mountains, where officers and soldiers live in poverty for months on end, but no one leaves their posts. Soldiers in any era are always ready to go anywhere, no matter how difficult the situation. Going out, all for the mission.
Rebuild the house, find the person
The first heavy rains have begun to fall, signaling the arrival of the storm season. An Thien and An Tho villages (Tam An commune, Phu Ninh) continue to be deeply flooded due to the impact of heavy rain and flooding. Commune police officers, militia, and security and order protection teams at the grassroots level are on duty and blocking off deep flooded areas to warn people and vehicles. Households in deep flooded and dangerous areas have been evacuated to safety in advance.

The initiative of local forces has become a fulcrum in natural disaster prevention. In early September 2024, Tam An Commune Police, the grassroots security and order protection team, the Red Cross Society, and the local authorities of the commune conducted a natural disaster prevention drill with the participation of a large number of people.
The capacity to handle situations and deploy response solutions has been enhanced, helping to enhance the ability to coordinate synchronously when there are storms and floods, towards the primary goal: ensuring safety for people in all situations.
Major Le Tuan Phuong - Head of Tam An Commune Police shared that the commune police force is familiar with the area, familiar with every house and every alley.
“Every flood season, we are always on duty, sending forces to the grassroots to evacuate people, ensure logistics, and protect people's property. The safety of each person and each house is the top priority, the biggest requirement. Whatever we can do to take care of the people, we will do our best,” said Major Le Tuan Phuong.
In Phuoc Loc commune (Phuoc Son), the green color has returned after the devastation of natural disasters, but the people here still remember clearly the moment when flash floods hit the highlands, wiping out many houses and blocking roads into the commune. They said that if there had not been an evacuation order, moving 33 households to the headquarters of the Phuoc Loc commune People's Committee on the rainy days before the storm, perhaps the number of casualties would have been much greater than what happened...

Soldiers, wearing green military uniforms, were the first to step on rocks, cut through forests, and cross flooded streams to reach their compatriots in the disaster. Lieutenant Colonel Nguyen Trung Kien - Commander of the Phuoc Son District Military Command, recounted that everything happened so quickly, without any pre-planned scenario and it was impossible to imagine the terrible devastation caused by the storm.
Rescue work and overcoming the consequences of natural disasters were calculated urgently and systematically right after that. More than 37 tons of food, necessities, and nearly 1,000 liters of gasoline were brought to the isolated area.
Two hundred trapped workers at Dak Mi 2 Hydropower Plant were also safely rescued... Soldiers returned to build shelters, cook for people, wade through mud, and struggle with giant piles of trees after flash floods to find missing people...
Thousands of police, military, and border guards have eaten, lived, and shared hardships with the people after many storms and floods in Quang Nam over the past years.
Where they arrived, there were still many ruins that had not been rebuilt, but above all, there was a green hope. As long as there was hope, there would be life, rebuilding houses, finding people, greening the forests, warming the kitchens in each new house...
