Before coming to the Center, he learned about the procedures, prepared a health certificate, citizen identification card, and old driver's license. After waiting in line for about 15-20 minutes, he was called by the Traffic Police Department officer to do the procedures, provide the required documents, take a new photo; all of this took only about 5 minutes. Mr. Minh shared: I am very satisfied because the Traffic Police officer enthusiastically guided me, the procedures were quick and convenient. The time to receive a new driver's license also only took 5 days.

It is known that, determining the responsibility of serving the people as the top priority, immediately after receiving the task of issuing road driving licenses from the Department of Transport, the Traffic Police Department of Bac Giang Provincial Police directed the Road Motor Vehicle Driving License Examination and Issuance Team to quickly stabilize the organization and carry out the task urgently and quickly.

In addition, people who need to issue or renew a driver's license online can access the National Public Service Portal, then select the "Driver's License Renewal" service and follow the instructions.

Mr. Hoang Van Hai, 65 years old in Gia Lam, Hanoi, said that he is old and not good at doing online procedures. Therefore, he went to the driver's license renewal point at 253 Nguyen Duc Thuan, Trau Quy town, Gia Lam district to do the procedures directly. "The traffic police officers guided me very enthusiastically and quickly. After checking that my documents were valid, 3 days later, my new driver's license was uploaded to VNeID, so I felt secure driving. The hard copy was also sent to my house, so I didn't have to go back and forth many times," said Mr. Hai.

In Ho Chi Minh City, present at the driver's license issuance and renewal point, Mr. To Van Tinh, residing in District 12, said that he was very satisfied with the enthusiasm and thoughtfulness of the traffic police officers. Although there were quite a lot of people coming to do the procedures, anyone who had any questions was explained thoroughly and clearly. Mr. Tinh's satisfaction is also the common feeling of many people when coming to do the procedures here. In addition, promoting digital transformation, applying technology, upgrading and perfecting the software system, database, and modern equipment in the issuance and renewal of driver's licenses have also been implemented, increasing convenience for people when carrying out administrative procedures.

Mr. Le Van Cong in District 1, Ho Chi Minh City had registered in advance on the Online Public Service Portal for issuance and renewal of driving licenses on the National Public Service Portal, so when he arrived at the office, he only needed to confirm the information and submit the application and documents. He said, "My Class C driving license was about to expire, so I took the opportunity to renew it early. When I arrived, I was quite surprised that it only took about 20 minutes to complete all the procedures and received an appointment to pick up the driving license."

Lieutenant Colonel Trinh Thuy Chung, Head of the Department of Guidance, Training, Testing, and License Management of Vehicle Drivers, Traffic Police Department, said that in order to create maximum conditions for people, the Traffic Police Department has directed the Traffic Police Departments of local Public Security to fully prepare equipment, arrange human resources, and train in the use of software to manage testing and issue driving licenses to ensure service to people as soon as they receive the task; to issue and exchange driving licenses in both direct and offline environments.

In addition, the Department has advised the Department to send a telegram to the Director of the Public Security of provinces and cities to decentralize the work of receiving dossiers for changing and re-issuing driving licenses to the commune-level Public Security where the receiving points are arranged in accordance with the spirit of Circular No. 12. Up to now, the local Public Security has arranged nearly 800 points for receiving dossiers for changing and re-issuing driving licenses. To shorten the process of handling administrative procedures, the Public Security sector has focused on promoting the application of information technology, digitizing records, minimizing the presentation of paper records and documents when carrying out procedures for changing and re-issuing driving licenses, automatically integrating people's driving licenses when issuing new, changing, re-issuing into applications on the electronic environment to serve as resources for the next issuance and re-issuance.

Regarding the task of testing driving licenses, on April 9, the Traffic Police Department issued an official dispatch guiding local police to organize driving tests, including specific instructions on organizing the Testing Council, granting licenses for driving test centers, and approving the operation of driving practice grounds to organize motorcycle driving tests. Currently, local police have established a Testing and Granting Driving License team to advise on the implementation of this work at the provincial police.
