The report of the Ministry of Home Affairs shows that there are 10 provinces nationwide that do not reorganize administrative units (Us) at the district and commune levels in the 2023-2025 period. Synthesizing from the overall plan of 53 provinces and centrally-run cities that have reorganized administrative units at the district and commune levels, the total number of district-level administrative units reorganized is 49 units; the total number of commune-level administrative units reorganized is 1,247 units. The Ministry of Home Affairs and members of the Steering Committee for the implementation of the reorganization of administrative units at the district and commune levels have organized Central interdisciplinary working groups to conduct field surveys in localities to have sufficient grounds for appraisal and completion of the Government's Project dossier to submit to the National Assembly Standing Committee (NASC) for consideration and decision.
In particular, when the Standing Committee of the National Assembly questioned Minister of Home Affairs Pham Thi Thanh Tra, Delegate Hoang Quoc Khanh (Lai Chau National Assembly Delegation) also raised the issue: According to the Government's Report, in the 2023-2025 period, the whole country will reorganize 49 district-level units and 1,247 commune-level administrative units of 53 localities, the merger must be completed before October 2024.
However, so far, only 3 localities have submitted their proposals to the Standing Committee of the National Assembly for decision and 3 localities are submitting them for review. "There is not much time left, in order to quickly stabilize the personnel organization and prepare for the Party Congresses at all levels for the next term, I would like to ask the Minister to let us know whether the implementation of the merger of district and commune-level administrative units in the past has been delayed?" - Mr. Khanh said.
Minister of Home Affairs Pham Thi Thanh Tra said that in the 2023-2025 period, the number of arrangements is very large but the current progress is very slow. Up to this point, the Ministry of Home Affairs has received 43 dossiers. Accordingly, the appraisal of 32 dossiers from localities has been completed, and 3 dossiers have been submitted to the Standing Committee of the National Assembly. Currently, there are 3 more dossiers in the Government report. The number of localities that have not yet sent them to the Ministry of Home Affairs for the Appraisal Council to conduct appraisal is 10 localities.
Ms. Tra also said that in the period of 2023-2025, when arranging administrative units at district and commune levels, there will be a number of redundant civil servants at district and commune levels, as well as redundant non-professional staff of 21,800 people. To solve this problem, the Ministry of Home Affairs has advised the Government to issue Decree 29 on streamlining the payroll. Up to now, 46 localities have issued policies to support redundant civil servants and redundant non-professional staff at commune level. The funding source for localities to resolve redundant regimes and policies is really huge.
For localities that can balance their budgets, according to budget decentralization, they will have to balance and arrange funding sources to arrange surplus staff according to Government decrees as well as resolutions of provincial People's Councils. For localities that cannot balance their budgets, they will be compiled for the Ministry of Home Affairs to synthesize and report to the Government to allocate budget and pay funding sources to resolve staff streamlining, including implementing surplus policies for cadres, civil servants and non-professional workers at the district level, especially at the commune level.
According to Deputy Prime Minister Le Thanh Long, the Government has identified the work of arranging administrative units as an extremely important and complicated issue, directly related to the organization of the apparatus and cadres. The Prime Minister has issued many telegrams and directives to organize and implement. 43 plans for arranging administrative units at district and commune levels in provinces and cities have been appraised.
Currently, the Government has submitted to the Standing Committee of the National Assembly for consideration and approval a Resolution stipulating a number of contents related to the Resolutions on urban classification, administrative unit standards and arrangement of administrative units at district and commune levels to facilitate the completion and arrangement of administrative units in the period of 2023-2025 before October 2024 to serve the organization of Party Congresses at all levels for the term 2025-2030.
Regarding the above issue, Vice Chairman of the National Assembly Nguyen Khac Dinh said that the Chairman of the National Assembly has directed that if the Government submits, the Standing Committee of the National Assembly will meet day and night, including Saturday and Sunday to do it. The spirit is that the Government and the Standing Committee of the National Assembly will coordinate closely to direct localities to do it urgently. Mr. Dinh hopes that the National Assembly deputies will strengthen supervision and urge localities to properly implement the National Assembly Resolution, striving to basically complete it by October.
Last weekend, concluding the question-and-answer session at the 36th meeting of the National Assembly Standing Committee, National Assembly Chairman Tran Thanh Man also requested the Ministry of Home Affairs to complete the arrangement and settlement of regimes and policies for redundant officials and civil servants and asset management after the arrangement of district and commune-level administrative units in the 2019-2021 period. Urgently review, establish and adjust related plans to complete the construction of the project to arrange district and commune-level administrative units in the 2023-2025 period. Promptly guide and resolve local difficulties in the process of building and completing the project, speed up the appraisal progress, complete the project dossier, have a specific roadmap, and submit it to the National Assembly Standing Committee.
