Regarding the investment in the rest stop system on the North-South expressway sections: Mai Son - QL45 and Phan Thiet - Dau Giay, the representative of Thang Long Project Management Board said that, based on the approval of the results of the new investor selection issued by the Vietnam Expressway Administration, it is expected that next week, Thang Long Project Management Board will issue a notice of winning the bid, setting the time to negotiate the contract with the investor.
"The goal is that the contract signing between the competent authority and the investor will be carried out in June or July 2024.
After the contract is signed, the contractor will carry out the necessary procedures (design survey, basic design, technical design, etc.), informed the representative of the project management unit.
Sharing more about the start date of the rest stop construction on the two expressways, according to the representative of the Thang Long Project Management Board, this issue depends largely on the progress of site clearance.
"According to the previous plan, the two new rest stop projects had a land clearance area of 1 hectare. However, according to the newly regulated scale, the rest stops will have an area of 3 - 5 hectares, requiring additional land clearance.
The newly expanded area was handed over to the locality about 2 months ago for procedures of counting, measuring, and compensation for land acquisition.
"Following the direction of the Ministry of Transport on making efforts to speed up progress, put rest stops into operation and serve people as soon as possible, in the negotiation content, we will ask the contractor to start construction on the cleared land area," said a representative of the Thang Long Project Management Board.
Previously, on June 21, 2024, the Vietnam Expressway Administration issued a decision approving the results of selecting investors for the project to invest in the construction and operation of the Km47+500 rest stop of the North-South expressway project, sections: Mai Son - QL45 and Phan Thiet - Dau Giay.
According to the approved results, the Petrolimex consortium (Vietnam National Petroleum Group - Thua Thien Hue Petroleum Company) is the selected investor to build and operate the Km329+700 rest stop in the Mai Son - National Highway 45 section project.
The value in cash paid to the state budget is 111 billion VND; The preliminary value of the project implementation cost (M1) is more than 201 billion VND; The value of compensation, support and resettlement is nearly 10.5 billion VND.
The project is implemented with an overall progress of 17 months. Of which, the time to complete public service works is 11 months; The project exploitation time after completing the investment work is 25 years.
The Futabuslines - Thanh Hiep Phat Joint Venture (Joint Venture of Phuong Trang Passenger Transport Joint Stock Company FUTABUSLINES - Thanh Hiep Phat Company Limited) was selected to invest in the construction and operation of the Km47+500 rest stop of the Phan Thiet - Dau Giay section project with a value of 260 billion VND paid to the state budget.
The preliminary cost of project implementation is over 290.7 billion VND; The value of compensation, support and resettlement is over 3.3 billion VND.
The overall project progress is 15 months. Of which, the time to complete public service works is 12 months; The project exploitation time after completing the investment work is 25 years.
To ensure the effectiveness of project investment, Thang Long Project Management Board, as the inviting party, is requested to base on the results of investor selection to organize the implementation of the next steps in compliance with the provisions of the Bidding Law and Decree No. 23/2024/ND-CP.
"During the implementation process, pay attention to negotiating with the winning investor to shorten the progress of public works to serve the essential needs of people and vehicles participating in traffic on the route," the Vietnam Expressway Administration suggested.
