At the 5th Extraordinary Session, the 15th National Assembly considered and approved 4 important contents.

The extraordinary session opened this morning (January 15) and is expected to close on the morning of January 18 in the form of a concentrated meeting at the National Assembly House, Hanoi.

The National Assembly will take a one-day break (January 17) for National Assembly agencies, the Government and relevant agencies to absorb, revise and complete draft laws and draft resolutions.

Review and approve 4 important contents

With this extraordinary session, the XV National Assembly has had five extraordinary sessions since the beginning of its term. This is unprecedented in the 78-year history of the Vietnamese National Assembly. The National Assembly believes that “extraordinary” sessions have become “normal”, in order to properly and accurately meet the requirements of economic and social life and the legitimate aspirations of voters.

According to the press release, the meeting will consider and approve the following four important contents:

Draft Law on Land (amended): After being accepted and revised, the draft Law on Land (amended) submitted to the National Assembly at the 5th Extraordinary Session consists of 16 chapters and 260 articles; 5 articles were removed, 250 articles were amended and supplemented (both in content and technique) compared to the draft Law submitted to the National Assembly at the 6th Session.

Regarding the major contents, we would like to request opinions and focus on discussion at the 6th Session. Based on research, discussion, exchange and careful review, relevant agencies have agreed to revise and complete 18 main contents.

Draft Law on Credit Institutions (amended) : After being accepted and revised, the draft Law on Credit Institutions (amended) submitted to the National Assembly at the 5th Extraordinary Session consists of 15 chapters and 210 articles (compared to the draft law submitted to the National Assembly at the 6th Session, 4 articles were removed, 11 articles were added, 15 articles were kept the same and other articles were technically revised).

Draft Resolution on a number of specific mechanisms and policies to remove difficulties and obstacles, speed up the implementation of National Target Programs (according to simplified procedures). The draft consists of 6 articles, regulating a number of specific mechanisms and policies to remove difficulties and obstacles, speed up the implementation of National Target Programs, including 8 main groups.

On supplementing the Medium-term Public Investment Plan of the central budget for the period 2021 - 2025 from the general reserve source corresponding to the increased central budget revenue in 2022 for public investment tasks and projects and supplementing the Medium-term Public Investment Plan for Vietnam Electricity Group from the reserve source of the Medium-term Public Investment Plan . The draft consists of 3 articles, regulating the use of the general reserve of the Medium-term Public Investment Plan for the period 2021-2025 and the allocation of the reserve source of the Medium-term Public Investment Plan for the period 2021-2025.

Ha Tinh National Assembly Delegation actively prepares for the session

In order to participate well in the session, recently, the National Assembly Delegation of Ha Tinh province has organized meetings with voters on specific topics with members of the Provincial Women's Union and the Provincial Farmers' Association; organized written feedback from relevant agencies, units, and subjects affected by the policies and laws of the two draft laws and two resolutions.

On the afternoon of December 18, 2023, the National Assembly Delegation of Ha Tinh province organized a thematic meeting with voters with members of the Provincial Women's Union (VWU) and the Provincial Farmers' Association, to collect opinions on the draft Law on Credit Institutions (amended).

The comments and suggestions were promptly compiled by the National Assembly Delegation, reported to the National Assembly Standing Committee and sent to the National Assembly Deputies in the delegation as documents for discussion at the session.

The National Assembly Delegation of Ha Tinh province, led by Comrade Hoang Trung Dung - Member of the Party Central Committee, Secretary of the Provincial Party Committee, will participate effectively with the National Assembly in reviewing and approving draft laws, creating momentum for socio-economic development.

The opening and closing sessions of the 5th Extraordinary Session of the 15th National Assembly were broadcast live on Voice of Vietnam, Vietnam Television, and Vietnam National Assembly Television.

In addition, the National Assembly sessions discussing in the hall some new contents or different opinions of the draft Law on Land (amended) and the draft Law on Credit Institutions (amended) were broadcast live on Vietnam National Assembly Television.
