Ready for disaster prevention, control, dike management and protection in 2023

On June 27, in Can Tho City, the Department of Dyke Management and Disaster Prevention and Control held a technical training conference on dike protection and disaster prevention for specialized dike management forces in provinces and cities with dikes in 2023.

Mr. Pham Duc Luan - Director of the Department of Dyke Management and Natural Disaster Prevention said that the work of directing and operating flood and storm prevention and control over the past years, especially heavy rains and floods, has shown that the task of the dike management force plays a very important role.

According to Mr. Luan, in 2022, natural disasters in our country occurred abnormally, extremely, and irregularly right from the first months of the year with 21/22 types of natural disasters (except tsunamis), of which 1,072 natural disasters were recorded. Three consecutive storms, although not of great intensity when they made landfall, caused heavy rain over a large area, causing serious damage to people and property.

Since the beginning of 2023, our country has been affected by 1 tropical depression, 20 heavy rains, floods, flash floods, landslides; 139 thunderstorms, lightning, hail; 2 cold spells; 131 earthquakes and 200 landslides and high tides.

The historic heat wave in the North and North Central regions exceeded history (the temperature measured in Tuong Duong (Nghe An) on May 7, 2023 reached 44.2 degrees, the highest recorded in the entire territory of Vietnam.

"In previous years, the Technical Training Conference on Dike Protection and Disaster Prevention for specialized dike management forces was often held in the Northern or Central regions. However, currently, the Mekong Delta region also has a very large system of dikes and embankments with over 45,500 km.

"With the aim of enhancing learning and exchanging experiences in dike management, dike protection, and natural disaster prevention between localities with dikes and localities in the Mekong Delta region, the 2023 Conference will be held in Can Tho city, the center of the Mekong Delta," said Mr. Pham Duc Luan.

At the ceremony, Mr. Vu Xuan Thanh - Deputy Director of the Department of Dyke Management and Natural Disaster Prevention and Control reported on dike management work in 2022 and key tasks in 2023.

Mr. Thanh pointed out that the management and safety of dikes still face many challenges, such as: The dike system has many hidden dangers and is degraded; The risk of extreme heavy rains and floods; Dike management and protection work has not been given due importance; The awareness of compliance with the law on dikes by authorities at all levels and the people.

At the conference, delegates exchanged lessons learned in dike management, planning, as well as detecting, preventing, and handling violations of dike laws and handling dike incidents in recent times.
