Commitment to shorten progress
Continuing his working trip to Nghe An and Ha Tinh provinces, on the afternoon of February 17, Deputy Prime Minister Tran Hong Ha and his delegation visited the site to inspect the progress of the North-South expressway project, Bai Vot - Ham Nghi section.

At the intersection with Provincial Road 550 constructed by Corporation 319 (Ministry of National Defense), reporting to the Deputy Prime Minister and the working delegation, Mr. Dinh Cong Minh, Director of Thang Long Project Management Board (project investor) said that the route has a total length of 35.2 km, passing through Duc Tho district (4.07 km long), Can Loc (19.43 km long), Thach Ha (11.68 km long), Ha Tinh province.
The project has a total investment of 7,643.57 billion VND, with accumulated output to date being 1,203/4,873 billion VND, reaching 24.68% of the contract.
According to Mr. Minh, at the beginning of the project, because it passed through a large area of low-lying land, construction encountered difficulties due to a lack of fill. However, since September 2023, when Ha Tinh province provided fill mines to contractors, the construction progress has improved.

"Currently, the site clearance and material quarry work are guaranteed. The contractors have committed to shortening the progress by 6 months compared to the contract signed with the investor," said Mr. Minh.
After listening to the reports from the units, Deputy Prime Minister Tran Hong Ha acknowledged and commended Ha Tinh province for doing a good job in clearing the land and providing material mines for the project.
Faced with the commitment to shorten the progress by 6 months compared to the contract, the Deputy Prime Minister asked contractors to continue their efforts and try to shorten the progress by 2 more months.
"If the project is completed in time for the whole country to celebrate the Liberation Day of the South on April 30, 2025, it will be very meaningful," the Deputy Prime Minister shared, while requesting relevant units to put the quality of the project first.

Also on the afternoon of February 17, the Deputy Prime Minister chaired a meeting with leaders of ministries, branches, and the provinces of Nghe An, Ha Tinh, and Quang Binh on the implementation of 6 component projects of the North-South Expressway project in the East passing through these 3 localities and the 500 kV line 3 circuit Quang Trach - Pho Noi project.

At the meeting, delegates reported on the situation of site clearance, handover, and project construction; raised difficulties, obstacles, tasks, solutions for the coming time, and made proposals and recommendations.
Accordingly, the North-South Expressway phase 2 passes through Nghe An, Ha Tinh, and Quang Binh provinces, including 6 component projects.
Of which, the Dien Chau - Bai Vot project is invested in the form of BOT, 49.3 km long, with a total investment of 13,339 billion VND, and an expected construction period of 3 years. This project has basically completed the site clearance work; the output value of the contractors is 6,157/8,595 billion VND, equivalent to 72% of the contract value.
However, the progress of some items has not met the requirements, there are still about 6 km of roadbed that must wait for subsidence to have enough time to unload.
With 5 projects from Bai Vot (Ha Tinh) - Cam Lo (Quang Tri), invested in the form of public investment with a total length of 259 km, total investment of more than 49,207 billion VND, construction started from January 1, 2023, expected to be completed in 2025.

With these 5 projects, the handed over area has reached 94% so far, but construction has only been organized on an area of about 210/226.6 km, reaching 93%. Ha Tinh province has a high rate of handed over areas that are qualified for construction, reaching 99%. Quang Binh province's handover of the site is still slow, reaching 88%.
In total, for all 6 projects above, in 2023, 47,199/47,881 billion VND was disbursed, reaching 99% of the assigned plan.
Concluding the working session, Deputy Prime Minister Tran Hong Ha said that the goal of this inspection and working session is to continue to strictly implement the Prime Minister's instructions; to strengthen more synchronous and effective coordination between central and local agencies in implementing key national projects in the spirit of "resolving difficulties wherever there are, and resolving problems at whatever level".
After the meeting, a full report will be submitted to the Prime Minister.
Regarding the proposals of localities, Minister of Transport Nguyen Van Thang said that regarding the proposal to invest in the left branch of Than Vu tunnel and connecting bridge (total cost of about 1,400 billion VND), the Ministry supports the proposal in principle because this is necessary, but it requires the consensus of all investors and the arrangement of capital sources.
According to Minister Nguyen Van Thang, relevant units should carefully review civil works such as bridges, culverts, underpasses, etc. to supplement them if really necessary, avoiding the situation of proposing them only after the project is completed.
The North-South Expressway project, Bai Vot – Ham Nghi section, is 35.28 km long with a total investment of more than 7,600 billion VND, passing through Duc Tho, Can Loc and Thach Ha districts, invested by Thang Long Project Management Board (Ministry of Transport). The construction unit is a joint venture of Vietnam Construction and Import-Export Corporation (Vinaconex) and Corporation 319 (Ministry of National Defense).
This section has the starting point at Km479+117, National Highway 8 intersection, Thanh Binh Thinh commune, Duc Tho district, connecting with the Dien Chau - Bai Vot section of the North - South Eastern Expressway project phase 2017 - 2020 which is also under construction; the end point at Km514+441 in Thach Xuan commune, Thach Ha district connects with the Ham Nghi - Vung Ang component project.
