Today, December 9, the Department of Agriculture and Rural Development of Quang Tri organized a media conference on the European Union's anti-deforestation regulations (EUDR) and evaluated the results of the project on replanting and sustainable development of coffee trees in the province for the period 2017 - 2020, up to 2025. According to the report of the Department of Agriculture and Rural Development, implementing the project of replanting and sustainable development of coffee trees in Quang Tri province in the period of 2017 - 2020, by 2025, in the period of 2017 - 2024, 1,089 hectares of coffee have been newly planted and replanted, reaching 57% of the plan.
The area of pruning and rejuvenating the garden is 200 hectares, reaching 44% of the plan, focusing on 10 communes and towns that grow coffee in Huong Hoa district, including: Huong Phung, Huong Son, Huong Linh, Huong Tan, Tan Hop, Tan Lien, Tan Lap, Ba Tang, Huc and Khe Sanh town. The total cost of implementing the project until 2024 is more than 145.7 billion VND. Of which, the State's support is more than 7.4 billion VND; the support from organizations, individuals and people's counterpart is nearly 138.3 billion VND.
According to the assessment, the project has implemented synchronous solutions on varieties, technology transfer, and has support policies from the provincial budget, credit packages from the State Bank to programs, projects, and non-governmental organizations. It has rejuvenated a part of the old coffee garden area, infected with pests and diseases, with low productivity and no longer able to recover.
Up to now, most of the replanted coffee gardens have grown well, many gardens have yielded, with a yield of 15 - 17 tons of fresh fruit/ha, 1.2 - 1.5 times higher than that of old coffee gardens (10 - 15 years old), achieving the project's target. Thereby improving productivity, quality, building and restoring the Khe Sanh coffee brand, contributing to the successful restructuring of the agricultural sector towards increasing added value and sustainable development.
Regarding the European Union Deforestation Regulation (EUDR), this is the latest regulation of the European Commission (EC) related to green and sustainable development. According to the EUDR, the EU will ban the import of agricultural products that are produced on land originating from deforestation and forest degradation after December 31, 2020, including livestock, cocoa, coffee, palm oil, rubber, soy and wood, as well as products raised or produced with such products.
This regulation will take effect after December 30, 2025 for large operators and traders and June 30, 2026 for micro and small enterprises. Coffee, rubber, wood and wood products are the key industries of Vietnam affected by this regulation.
In order to adapt to the EUDR regulations for the coffee industry and other goods and products in the province, the Provincial People's Committee has issued Plan No. 238/KH-UBND on implementing the Action Framework for Adaptation to the Regulations on Export of Goods and Products Related to Deforestation and Forest Degradation of the European Union in Quang Tri Province. At the same time, the Department of Agriculture and Rural Development is also advising on the development of mechanisms and policies related to the development of the coffee industry in the province.

Speaking at the conference, Acting Chairman of the Provincial People's Committee Ha Sy Dong emphasized that coffee is one of the six key crops with competitive advantages of the province. Developing coffee production is of great significance in the province's socio-economic development strategy, aiming to create jobs, reduce poverty and enrich the people, especially ethnic minorities, contributing to ensuring national defense and security in border areas.
Therefore, to continue to develop the sustainable coffee industry, adapting to EUDR regulations, it is required that departments, branches and localities continue to thoroughly grasp, propagate and disseminate EUDR regulations in the province; orient and develop policies for the development of high-quality coffee and specialty coffee. Enhance the role and responsibility of leaders in directing and implementing regulations on production and export of coffee and goods and products related to deforestation and forest degradation.
Assign the People's Committee of Huong Hoa district, based on the national coffee planning orientation, to coordinate with the Department of Agriculture and Rural Development, the Department of Natural Resources and Environment, the People's Committees of communes and towns, based on the provincial planning and district planning, to review the planning, select and shape the planning, and submit to the Provincial People's Committee for approval the planning for the development of high-quality coffee material areas and specialty coffee for the period 2025 - 2030, with a vision to 2050.
Based on the assessment of the results of coffee replanting in the period of 2017 - 2025, the Department of Agriculture and Rural Development will review the current status of coffee production areas to continue advising the Provincial People's Committee and the Provincial People's Council to issue specific and outstanding mechanisms and policies; deploy solutions to develop specialty coffee, agroforestry coffee, and orientate the export of specialty coffee products to the world market.
Continue to attract, invite and encourage all economic sectors to invest in forming growing areas and building deep processing facilities for specialty coffee products. Support infrastructure development, build linkage chains in production, processing, preservation and distribution of high-quality and specialty coffee.
Encourage investment linkages between businesses and farmers, in which businesses support capital, science and technology, and product consumption, and farmers organize production and supply products for businesses to consume.
Regarding businesses, cooperatives and coffee growers, Acting Chairman of the Provincial People's Committee Ha Sy Dong suggested continuing to pay attention to applying new technical advances in production, promoting the replanting of old coffee areas, and complying with the instructions of specialized agencies on the production, harvesting and processing of coffee. Invest in completing the production line and processing technology to meet environmental regulations and export market requirements.
