Review public assets to find solutions for more effective use

Commenting on the results of practicing thrift and combating waste in 2024 at the morning session on April 24, members of the National Assembly Standing Committee emphasized that this must be considered an extremely important task with very specific contents for ministries, branches, localities and agencies to implement. It is necessary to review all slow-to-implement projects to promptly remove obstacles in mechanisms and policies to free up resources; review public assets in localities to find solutions for more effective use.

Appreciating the Government 's report on the results of practicing thrift and combating waste in 2024, members of the National Assembly Standing Committee also recognized that the practice of thrift and combating waste has had many changes in key areas such as: promulgation of norms, standards, and regimes; management and use of state budget funds; procurement, management, and use of public assets; management of construction investment and public investment; management, exploitation, and use of resources; organization of apparatus, management, use of labor and working time in the state sector; management and use of state capital and assets in enterprises, etc.

According to the Government's Report, the practice of thrift and anti-waste in 2024 has contributed to the successful implementation of socio -economic development goals and targets, achieving and exceeding all 15/15 key socio-economic development targets set. Specifically, in the management and use of state budget funds, budget revenue in 2024 increased by 20.1% compared to the estimate and the report to the National Assembly. State budget expenditure in 2024 is estimated at 86.4% of the estimate. The management of state budget expenditure in 2024 was carried out proactively and closely according to the estimate, ensuring thorough savings in regular expenditures, cutting down on unnecessary and slow-to-implement expenditure tasks. The total savings in state budget and capital in 2024 according to reports of ministries, branches and localities is 64,014 billion VND.

The management and procurement of public assets in ministries, branches and localities in 2024 will continue to change, ensuring strictness and savings. By December 31, 2024, the total number of road infrastructure assets entered into the National Database on Public Assets was 67,480, with a total original value of VND 3.8 million billion, the remaining value was VND 2.7 million billion; the total length of roads and bridges entered into the National Database on Public Assets was 915.2 thousand km; the total number of assets being concentrated rural clean water projects entered into the National Database on Public Assets was 15,460 projects, with a total value of VND 38,388 billion, the remaining value was VND 20,014 billion.

In the management of construction investment and public investment, the Government's report said that the acceleration of public investment disbursement has contributed to the commencement of new projects and accelerated the implementation of many key national transport infrastructure projects to complete and put them into use. However, 30/46 ministries, central agencies and 26/63 localities have estimated disbursement rates lower than the national average.

Chairman of the Committee for Culture and Society Nguyen Dac Vinh said that the practice of thrift and anti-waste in 2024 has overcome the waste situation compared to previous years. In addition, there are still some shortcomings and limitations such as: the legal documents are still not synchronized, some legal regulations have not been fully completed, causing difficulties in implementation and application in practice. Although there is growth in public investment, some projects have not been implemented on schedule, affecting investment efficiency. Some state financial funds are not highly effective, no longer suitable for the socio-economic development situation, leading to waste of resources. Although the poverty rate has decreased, the results achieved in sustainable poverty reduction are still low in some regions.

In the field of public investment, the Chairman of the Committee for Culture and Society said that although the Government has made many efforts to improve this situation, some ministries, branches and localities still face difficulties in disbursing public investment capital, affecting the progress of implementing important projects. Therefore, in the approval of projects, it is necessary to direct ministries, branches and localities to carefully prepare the budget and project preparation work, avoiding obstacles leading to slow disbursement.

Regarding administrative procedure reform and procedure simplification, the Chairman of the Committee for Culture and Society acknowledged that the Government has promoted administrative reform, reduced compliance costs for people and businesses, and helped improve the effectiveness of State management. However, some administrative procedures are still complicated and have not been reformed synchronously at local agencies. “Some policies still lack flexibility and have not responded promptly to socio-economic fluctuations. The allocation of budget and resources for projects is still not really reasonable, causing difficulties in ensuring the effectiveness of the State budget.”

Clarifying the results of implementing recommendations and monitoring conclusions on practicing thrift and combating waste

Vice Chairman of the National Assembly Tran Quang Phuong said that the Government's report clearly stated the advantages and results achieved in the work of practicing thrift and fighting waste in the past year; analyzed specifically, cited full data. However, the limitations and shortcomings mentioned in the report were too simple and suggested supplementing and clarifying this content in the report, especially each area in the work of practicing thrift and fighting waste.

The Vice Chairman of the National Assembly noted that in 2022, the National Assembly supervised thematic work on practicing thrift and combating waste. Therefore, in 2023 and 2024, overcoming shortcomings, problems and limitations in practicing thrift and combating waste and implementing the recommendations of the Supervisory Delegation and the conclusions of the National Assembly need to be assessed more specifically.

“In the entire report, there are no lines of shortcomings in each section. In the general assessment, there are 3 lines, but they mention that some ministries and branches have not yet developed programs and some ministries and branches have not yet reported; but there is no mention of the organization of implementation, limitations, shortcomings, and how to overcome what was pointed out last year.” Raising this issue, the Vice Chairman of the National Assembly also emphasized that if the shortcomings and limitations in the 7 key areas of practicing thrift and fighting waste are not clearly pointed out, the solutions in the future will only be slogans, not feasible, and difficult to put into practice.

Vice Chairman of the National Assembly Nguyen Khac Dinh emphasized that in the new context, when the entire Party and political system are determined to achieve the growth target of 8% in 2025 and double-digit growth from 2026 to 2030, the practice of thrift and anti-waste must be considered an extremely important task in 2026 with very specific contents for ministries, branches, localities and agencies to implement. Therefore, it is necessary to review all slow-to-implement projects to promptly remove obstacles in mechanisms and policies to free up resources; review ineffective public assets in localities to find solutions for more effective use; where ineffective use is needed, auction and bid for money to build schools, hospitals, public works, etc.

Concluding this content, Vice Chairman of the National Assembly Nguyen Duc Hai suggested that the Government should continue to amend, supplement, and perfect mechanisms and policies on norms, standards and regimes that are still lacking or inadequate; continue to cut and simplify administrative procedures to save budget expenditures and costs for people and businesses, associated with national digital transformation, and the application of artificial intelligence in state management. Along with that, it is necessary to promote propaganda work, raise awareness and sense of responsibility in practicing thrift and fighting waste, and at the same time strictly handle violations to establish discipline and order in practicing thrift and fighting waste.
