Review and comment on draft Decrees and Decisions detailing and guiding the implementation of a number of articles of the Road Law and the Law on Road Traffic Safety and Order.
(Haiphong.gov.vn) – On the morning of November 8, Deputy Prime Minister Tran Hong Ha chaired an online conference on reviewing and giving comments on draft Decrees and Decisions detailing and guiding the implementation of a number of articles of the Road Law and the Law on Road Traffic Safety and Order.
Attending the conference at Hai Phong city bridge were Vice Chairman of the City People's Committee Nguyen Duc Tho; along with representatives of leaders of relevant departments, branches, units and localities.
The Road Law and the Road Traffic Order and Safety Law were passed by the 15th National Assembly at the 7th Session, taking effect from January 1, 2025.
At the Conference, delegates focused on reviewing four drafts, including: Decree regulating the list of dangerous goods and procedures for granting licenses and certificates of completion of training programs for drivers or escorts transporting dangerous goods on roads; Decree regulating road transport activities; Decree regulating driver training and testing; Decree detailing and guiding the implementation of a number of articles of the Road Law.
Delegates discussed and contributed many practical ideas and suggested that the drafting agency should supplement, amend and clarify regulations on transportation activities; improve the standard conditions for qualifications of driving instructors; clarify regulations on decentralization of road management; regulations on technical standards and investment in expressway projects; uniform regulations nationwide on the size and height of road traffic signs; standard conditions for transporting goods in the list of dangerous goods; Additional penalties in case the driver exceeds the permitted alcohol concentration, regulations on deducting points in the driving license, sanctions for business organizations in transporting goods by oversized and overloaded vehicles, list of smart vehicles according to smart vehicle criteria, research, increase assignment, decentralization, increase authority to sanction administrative violations for positions, especially at district and commune levels, ensuring suitability with economic and social conditions in the current situation...
Speaking at the Conference, Deputy Prime Minister Tran Hong Ha emphasized that the Traffic Law and the Road Traffic Safety Law have many new and comprehensive contents. Ministries, branches and localities need to focus on reviewing and contributing to perfecting the contents of decrees and decisions detailing implementation measures to create a tight legal corridor, best meeting the management work for each field, enhancing transparency and fairness for the people... The Deputy Prime Minister acknowledged and highly appreciated the responsibility of the drafting agency, and at the same time requested the Ministry of Transport to absorb the opinions of delegates to supplement, revise, review, evaluate and perfect the Drafts to submit to the Prime Minister for consideration and decision.
