The Steering Committee on reviewing and removing difficulties and obstacles related to the project has just announced the conclusion of Deputy Prime Minister Nguyen Hoa Binh - Head of the Steering Committee at the first meeting of the Steering Committee on reviewing and removing difficulties and obstacles related to the project (Steering Committee).
The Deputy Prime Minister assigned the Ministry of Planning and Investment - the Standing Agency of the Steering Committee, to synthesize and fully absorb opinions to amend and complete the Decisions on the establishment of the Steering Committee, the Regulations on organization and operation and the Steering Committee's Operation Plan.
The Deputy Prime Minister requested to focus on perfecting the Steering Committee by adding leaders of the Government Office and the Ministry of Planning and Investment to the Steering Committee. The Steering Committee established a working group headed by the leader of the Ministry of Planning and Investment, and members of the working group included department-level leaders of ministries and agencies that are members of the Steering Committee.

Members of the Steering Committee consider and decide to mobilize personnel under their management, establish their own support groups to perform assigned functions and tasks. The Steering Committee and its members are allowed to organize conferences, seminars, surveys, work directly with ministries, branches, localities, enterprises, investors and related units, and hire consultants to support the activities of the Steering Committee.
The Deputy Prime Minister also requested the Ministry of Planning and Investment to study and complete the Regulations on organization and operation of the Steering Committee, the Steering Committee's Operation Plan in the last months of 2024 and 2025; focusing on reviewing and completing the content on responsibilities, powers and specific tasks of the Steering Committee members.
The Ministry of Planning and Investment is assigned to coordinate with relevant agencies to develop outlines and reporting forms to send to ministries, branches and localities to provide information on difficulties and obstacles of projects. Develop a mechanism and time to receive documents and reports from ministries, branches and localities to prepare reports for the Prime Minister and the Head of the Steering Committee, and supplement a mechanism allowing members of the Steering Committee to work directly with enterprises to increase their understanding of difficulties and obstacles in implementing investment project procedures and issues in actual project implementation (if any).
Ministries, branches and localities shall synthesize, report and propose solutions to handle difficulties and problems of projects and send them to the Ministry of Planning and Investment; the deadline for completion is mid-December 2025.
The Deputy Prime Minister assigned the Ministry of Planning and Investment to preside over and coordinate with ministries and central agencies to review and synthesize projects facing difficulties and obstacles in ministries, branches and localities; survey and work with relevant agencies (if necessary), develop reports to submit to the Prime Minister; select industries, fields and localities to pilot and then report to competent authorities for permission to replicate in industries and fields nationwide (priority given to real estate, renewable energy, transportation, and investment projects in the form of BT).
The Ministry of Planning and Investment shall study, advise and report to the Prime Minister for consideration and decision on the scope of review, synthesis and removal of difficulties and obstacles of projects, ensuring conformity and limiting overlapping of tasks of the Steering Committee with other Steering Committees and interdisciplinary working groups of the Prime Minister.
