TPO - Deputy Prime Minister Nguyen Hoa Binh has assigned the Ministry of Planning and Investment to take the lead in coordinating with ministries and central agencies to review and compile a list of projects facing difficulties and obstacles in ministries, sectors, and localities; conduct surveys and work with relevant agencies; and prepare a report to be submitted to the Prime Minister.


TPO - Deputy Prime Minister Nguyen Hoa Binh has assigned the Ministry of Planning and Investment to take the lead in coordinating with ministries and central agencies to review and compile a list of projects facing difficulties and obstacles in ministries, sectors, and localities; conduct surveys and work with relevant agencies; and prepare a report to be submitted to the Prime Minister.

The Steering Committee for reviewing and resolving difficulties and obstacles related to the project has just issued a Notice summarizing the conclusions of Deputy Prime Minister Nguyen Hoa Binh - Head of the Steering Committee - at the first meeting of the Steering Committee for reviewing and resolving difficulties and obstacles related to the project (the Steering Committee).

The Deputy Prime Minister instructed the Ministry of Planning and Investment - the Standing Agency of the Steering Committee - to synthesize and fully incorporate all opinions to revise and finalize the Decisions on the establishment of the Steering Committee, the Regulations on organization and operation, and the Action Plan of the Steering Committee.

The Deputy Prime Minister requested a focus on strengthening the Steering Committee by adding leaders from the Government Office and the Ministry of Planning and Investment as members. The Steering Committee will establish a working group chaired by a leader from the Ministry of Planning and Investment, with members including department-level leaders from ministries and agencies that are members of the Steering Committee.

Members of the Steering Committee shall consider and decide on the mobilization of personnel under their management and the establishment of their own support teams to perform the assigned functions and tasks. The Steering Committee and its members may organize conferences, seminars, surveys, and work directly with ministries, departments, localities, businesses, investors, and relevant units, and may hire consultants to support the activities of the Steering Committee.

The Deputy Prime Minister also requested the Ministry of Planning and Investment to study and finalize the Regulations on the organization and operation of the Steering Committee, and the Steering Committee's activity plan for the remaining months of 2024 and 2025; paying attention to reviewing and finalizing the content regarding the responsibilities, powers, and specific tasks of the Steering Committee members.

The Ministry of Planning and Investment is tasked with coordinating with relevant agencies to develop outlines and reporting forms to be sent to ministries, sectors, and localities to provide information on difficulties and obstacles in projects. It will also develop mechanisms and timelines for receiving documents and reports from ministries, sectors, and localities to prepare reports for the Prime Minister and the Head of the Steering Committee, and supplement mechanisms allowing members of the Steering Committee to work directly with businesses to better understand difficulties and obstacles in implementing investment project procedures and issues in project implementation (if any).

Ministries, sectors, and localities shall compile reports and propose solutions to address difficulties and obstacles of projects and submit them to the Ministry of Planning and Investment; the deadline for completion is mid-December 2025.

The Deputy Prime Minister assigned the Ministry of Planning and Investment to take the lead, in coordination with central ministries and agencies, in reviewing and compiling projects facing difficulties and obstacles in ministries, sectors, and localities; conducting surveys and working with relevant agencies (if necessary), and preparing a report to be submitted to the Prime Minister; selecting sectors, fields, and localities for pilot implementation, and then reporting to competent authorities for approval to expand to sectors and fields nationwide (with priority given to real estate, renewable energy, transportation, and BT investment projects).

The Ministry of Planning and Investment shall conduct research and provide advice to the Prime Minister for consideration and decision on the scope of review, consolidation, and resolution of difficulties and obstacles of projects, ensuring consistency and minimizing overlap of tasks between the Steering Committee and other inter-ministerial Steering Committees and Task Forces of the Prime Minister.
