'Determined to implement the North-South high-speed railway project in 2026-2027'

Prime Minister Pham Minh Chinh received Mr. Lou Qiliang, Chairman of the Board of Directors and General Director of China Railway Signal Corporation (CRSC).

At the meeting, the Prime Minister said that Vietnam is making efforts to promote more transport connections, including railway connections, to serve green development, promote industrialization, modernization, and national development. Vietnam wishes to discuss and seek cooperation opportunities, and hopes that China will support Vietnam in designing, constructing, and transferring technology, especially in developing railway projects from Yunnan through Lao Cai to Hai Phong, the Lang Son route to Hanoi, the Dongxing route to Mong Cai, and Hai Phong. Vietnam also wishes to promote the development of urban railways.

Mr. Lau said that CRSC is the largest enterprise in China in terms of railway signals. In the subway sector alone, the group holds a 45% market share. The group hopes to have the opportunity to cooperate with Vietnam because it has strengths from the design to the production of railway control signal systems, including software, digitizing equipment - forming a closed chain, thereby providing Vietnam with the best products at competitive prices, ensuring quality and safety. Regarding the railway transport sector, he said that human resources play a very important role, so the unit can train human resources, cooperate with Vietnam in the field of research and development (R&D).

In addition, Minister of Transport Nguyen Van Thang said that developing the railway system is Vietnam's biggest strategy at present; wishing to develop a high-speed North-South railway system of more than 1,500 km. For the North-South high-speed railway project, Vietnam is determined to implement the project in the 2026-2027 period, therefore hoping to cooperate with countries, including China, in the fields of railways, carriages and signals. Mr. Thang assessed that in high-speed railways, the signal information system is extremely important, determining the safety of the system.

The government is directing 3 railway projects connecting with China, hoping that by mid-2025, the two sides can implement the first project Lao Cai - Hai Phong. Regarding the standard gauge railway project, especially the connection from seaports to economic zones, connecting airports, ports and border gates. We hope that businesses will invest in the form of PPP, so we hope that the Group will learn to cooperate in the future.

At the meeting, Minister of Information and Communications Nguyen Manh Hung briefly introduced Vietnam's digital transformation program to shorten the country's industrialization and modernization process. CRSC has strengths in digital transformation, so it hopes that the group will cooperate with Vietnam and participate in digital transformation projects, especially enterprise digital transformation.

The Prime Minister agreed with the group's opinion on the need to manage railways using digital technology, saying that training human resources for railway projects in Vietnam is facing difficulties. Vietnam wants to cooperate with China in training human resources, command, control, and design in railway projects. Human resources must be one step ahead, then technology can be transferred. The Prime Minister also clarified the issue of resource mobilization. If product costs and logistics remain high, it will not be competitive in the market. The Prime Minister hopes that the Group's leaders will come to Vietnam to discuss specifically with relevant ministries, branches, and agencies to promote projects, contributing to realizing the agreement of the two countries' senior leaders.

CRSC is a subsidiary of the China State-owned Assets Supervision and Administration Commission (SASAC), the world's largest supplier of railway transport control systems. The Group has built a complete industrial chain from design and R&D to equipment manufacturing and technical services of railway transport control systems. The Group serves as the competent regulatory body of China for technical standards and product standards of railway transport control systems.

The Group operates in more than 20 countries and regions, including the Jakarta-Bandung HSR project in Indonesia, the Hungary-Serbia railway and the China-Laos railway. Its revenue in 2023 is expected to exceed RMB 37 billion and its corresponding profit will reach RMB 4.7 billion.
