On the afternoon of October 23, the Central Office for New Rural Area Coordination held an online conference to urge the completion of the goal of building new rural areas by 2024. Comrade Le Minh Hoan, Minister of Agriculture and Rural Development, attended and chaired the conference.

According to the report at the conference, by the end of September 2024, the whole country had 8,320 communes (77.4%) meeting the new rural standards with recognition decisions (of which 34.6% of communes met the advanced new rural standards and 7.6% of communes met the model new rural standards); 296 district-level units (46%) met the standards or completed the task of building new rural areas (of which 11 districts met the advanced new rural standards).
In addition to the achieved results, there are still some shortcomings and limitations: The progress of issuing documents guiding the implementation of the program by a number of central and local ministries and branches is still very slow; the progress of disbursing the central budget in 2024 is very low; the progress of implementing pilot models under specialized programs such as OCOP, rural tourism, digital transformation, rural environment, etc. is very slow.
The results of building new rural areas at the commune level in some localities and regions still have large gaps. To date, there are still 14 poor districts in 12 provinces with "no" new rural communes. It is expected that by the end of 2024, about 11 localities will not complete the assigned goals and tasks for 2024. The new rural construction movement in some localities has shown signs of slowing down, not paying much attention to maintaining sustainable results and improving the quality of new rural criteria after reaching the standards, especially the criteria of environment, income, and social security and order.
Compared to the targets assigned by the National Assembly and the Prime Minister, it is likely that by the end of 2025, the NTM program will achieve the targets at the commune and district levels, but it is likely that it will not achieve the target for the 2021-2025 period, with 12-14 more provincial-level localities completing the task of building NTM. The review results up to August 2024 show that only Quang Ninh province has completed the required contents according to the provisions of Decision No. 321, and is currently completing the dossier to propose consideration and recognition.
In 2024, Quang Ninh province will allocate 981.9 billion VND of the provincial budget to implement the national target program on building new rural areas, developing the socio-economy of ethnic minorities, mountainous, border and island areas. In particular, the new rural construction program will be completed 2 years earlier at all 3 levels from province to commune. In particular, Binh Lieu is the first ethnic, mountainous and border district in the country to meet the new rural standards; Tien Yen and Dam Ha are the first 2 districts in the country to meet the advanced new rural standards according to the criteria of the 2021-2025 period. Identifying the construction of the new rural area as a journey without a stopping point, Quang Ninh continues to deepen the new rural area program, becoming a model province, increasingly rich, beautiful and civilized, with an average income per capita in rural areas reaching over 5,000 USD by 2025 and reaching 8,000 - 10,000 USD by 2030.

Concluding the conference, Minister of Agriculture and Rural Development Le Minh Hoan requested localities to make efforts to overcome difficulties, closely coordinate with ministries and branches, and remove obstacles to achieve the highest targets in 2024. In particular, urgently complete the detailed approval of projects, proposals, and plans for implementing pilot models under specialized programs before November 30, 2024; effectively and synchronously implement solutions to mobilize resources, including maximizing local resources to organize and implement the program; continue to promote and diversify forms of communication on NTM and specialized programs through introducing good and creative practices in localities.
