The Minister of Home Affairs has analyzed and clarified the causes of this situation, including the qualifications and awareness of a number of cadres and civil servants; the exemplary role of some heads of agencies, units and localities has not been seriously promoted.

The institutions and policies on socio-economic management are still inadequate, overlapping or have new issues arising in practice that are slow to be revised and supplemented; the regulations and coordination mechanisms between ministries as well as with localities are also untimely, inconsistent and inconsistent. Although the National Assembly and the Government have spent a lot of time building institutions in the past, there are still many difficulties.

Discipline is currently being tightened, the work of preventing and combating corruption and negativity is being promoted, a series of cadres and civil servants are being disciplined, prosecuted, and indicted for serious violations, which has led to a mentality of a number of cadres and civil servants being afraid of making mistakes and being responsible. Regarding solutions to overcome the fear of making mistakes and being responsible, the Minister outlined a number of groups of tasks and solutions. Among them, changes are needed to raise awareness and responsibility for officials and civil servants. Each agency and unit should focus on political, ideological and public ethics education, immediately and resolutely rectify to seriously implement the Party's Resolutions on Party building and rectification, associated with the responsibilities of Party members, officials and civil servants, and strictly implement the Government's and Prime Minister's Directives on strengthening discipline in state administrative agencies and handling the work of ministries, branches and localities.

“We must change and eliminate the current mindset of some cadres and civil servants that if they don’t do anything, it’s okay. This is a sign of self-evolution, seriously hindering development; at the same time, it arouses the self-esteem, political courage, sense of responsibility, and sense of serving the people of cadres and civil servants,” the Minister of Home Affairs emphasized.

The next group of tasks raised by the Minister is to strictly implement the direction of the National Assembly, the National Assembly Chairman, the Government and the Prime Minister to step up the review, proposal, supplementation and improvement of institutions and policies, especially in the socio-economic field where difficulties and problems still arise in practice and contents related to powers, authorities, agencies and organizations; promote decentralization, delegation of power and authorization.

In addition, the Ministry of Home Affairs has consulted with ministries, branches, experts, and 63 provinces and cities, and the Ministry of Justice for their assessment. Promptly advises competent authorities on a roadmap for reforming salary policies, ensuring income for cadres, civil servants and public employees.

Along with that, clearly define the responsibility of the head of the agency or organization in performing public duties. Where the head is determined, resolute, dares to think, dares to do, clearly demonstrates the role of leadership, there is success and there is very good public service discipline.

The fifth group of solutions mentioned by the Minister is to mobilize the entire political system to participate synchronously to implement solutions with the highest sense of responsibility, determined to destroy the mentality of fear of making mistakes, fear of responsibility and not daring to do in performing public duties. In particular, highly promote the supervisory role of the Fatherland Front and socio-political organizations.

Minister Pham Thi Thanh Tra also requested that inspection, investigation, prosecution and trial agencies continue to study and classify cases of violations and wrongdoings of varying degrees of motive, if there is no personal gain, embezzlement or corruption, then be more tolerant and humane in order to create a mechanism to encourage and protect dynamic, creative cadres who dare to think and act for the common good.
