To overcome financial difficulties when the ability to access programs and policies of enterprises is still limited, creating momentum for enterprises to develop, according to Chairman of the Provincial Business Association Huynh Van Dung, the most effective solution is that the state needs to create all conditions to support credit capital as well as promote trade and investment promotion activities so that enterprises have more opportunities to develop. In particular, it is necessary to regularly observe the current situation of enterprises to promptly have new policies such as reducing land rent, reducing fees, taxes, etc. to help enterprises recover production and business.

Mr. Vo Ngoc Tuyen, Director of the Department of Finance, also pledged that the unit will strive to reform administrative procedures, accompany and support businesses, stand side by side with investors, and be determined to promote investment attraction to unlock resources for the province's socio-economic development in the coming time. The province also focuses on promoting the disbursement of public investment capital, striving for the disbursement rate in 2025 to reach at least 95% of the plan, in the spirit of taking public investment as the leader, activating and attracting all social resources. The Provincial People's Committee has organized monthly meetings to remove difficulties and speed up the disbursement of public investment capital. The Department of Finance has also initiated the organization of "Business Coffee" to meet with businessmen and businesses to share information, reform administrative procedures, and improve the investment environment.
In order to increase the quantity of exported goods in the coming time, the Department of Industry and Trade will strengthen information support and promote trade promotion for agricultural export enterprises of the province, helping to improve capacity to meet market requirements. At the same time, diversify export markets, reduce the proportion of exports dependent on a few large markets by expanding to potential markets such as the Middle East, Africa, South America. In addition, the Department will proactively make timely recommendations to central ministries and branches to handle difficulties and problems of provincial enterprises regarding markets, anti-dumping competition, etc. More importantly, the unit will promote propaganda to enterprises so that they can take advantage of free trade agreements such as EVFTA, CPTPP, RCEP, etc. to expand market share.
Along with the efforts of the functional sector, enterprises are also proactively improving the quality and value of products, investing in technology and modern production lines to increase quality, meet international standards, and increase added value for goods. At the same time, they are taking advantage of e-commerce platforms to directly reach global customers, build brands and conduct more effective digital marketing in foreign markets.
“Heads of units and localities need to promote spirit and responsibility, not to interrupt work, not to leave areas and fields vacant, and to be responsible to the Provincial Party Executive Committee if implementation fails to achieve specific assigned growth targets.”

For example, Simexco DakLak is exporting 5-6% of its goods to the US. To maintain the set growth rate, Simexco DakLak is forced to change its business strategy and restructure its operations to reduce losses when the tax comes into effect. The long-term solution to minimize price risks is to be cautious in business, not speculate, and at the same time improve product quality and brand value. In addition, it is necessary to promote trade, develop and expand export markets, and seek potential markets to be ready to replace when necessary.
According to Director of the Department of Agriculture and Environment Nguyen Minh Huan, in order to speed up the progress of establishing, adjusting and approving land use planning and plans, the Department of Agriculture and Environment has reported to the Provincial People's Committee and actively advised the Provincial People's Committee to issue many urging documents, the latest of which is Official Dispatch No. 3091/UBND-NNMT, dated April 1, 2025. Accordingly, the Provincial People's Committee has specifically requested the time for completing the establishment and adjustment of land use planning and plans of each locality. In case of failure to ensure progress, it must be responsible to the Provincial People's Committee.

With the close direction of the Provincial People's Committee and the efforts of the Department, the establishment, appraisal and approval of district-level land use planning and plans have achieved certain results. Up to now, 5 districts have submitted dossiers on adjusting land use planning until 2030 to the Department for appraisal, of which appraisal council meetings have been held for 3 districts: Ea Kar, M'Drak, Krong Pac; appraisal opinions have been sought for 2 districts: Krong Bong, Krong Nang and it is expected that the appraisal will be organized before April 19, 2025.
Regarding the 2025 land use plan, up to now, 15/15 units have sent documents to the Department for appraisal. Of which, the Provincial People's Committee has approved the documents of 5 districts. The Department is submitting the remaining documents to the Provincial People's Committee for approval, issuing appraisal notices and issuing documents to solicit appraisal opinions. The Department has also shortened the time for appraisal and approval steps from 1/3 to 1/2 compared to regulations; focused human resources on appraisal and submission for approval of planning documents and land use plans; closely coordinated and accompanied the People's Committees of districts in completing planning documents and land use plans, and submitting them to the Provincial People's Committee for approval.
One of the fundamental solutions that the province has resolutely directed to implement to promote economic growth is to promote administrative procedure reform, create conditions for investors to implement key projects on industrial development, and deploy related procedures for renewable energy projects to ensure progress as approved by the Prime Minister in the Plan to implement the VIII Power Plan.
Sharing more about this issue, Director of the Department of Industry and Trade Luu Van Khoi said that according to the Power Plan VIII, the province has 8 wind power projects with a capacity of 662 MW, a total investment of about 23,000 billion VND, and is taking steps to select investors to implement the project. The province is also allocated additional capacity for solar power projects in the 2025 - 2030 and 2031 - 2035 periods, with a total of 10,658 MW of wind and solar power. The Provincial People's Committee has reported to the Standing Committee of the Provincial Party Committee to unify the list of projects and solar power plants. Thus, from now until 2035, if the full scale and capacity are implemented, the province will have additional resources of 230,000 billion VND, both ensuring national energy security and promoting the province's growth.
To exploit the potential of renewable energy and create momentum for growth, the provincial departments and branches focus on developing a schedule to call for investors to implement energy projects approved in Decision No. 500/QD-TTg and Decision No. 262/QD-TTg of the Prime Minister on planning and implementation of the Power Plan VIII, focusing on coordinating with the district-level People's Committees to review and add these projects to the district-level land use planning until 2030 and the annual land use plan as a basis for project implementation. At the same time, monitor and coordinate to remove difficulties and obstacles for 4 projects with a total capacity of 200 MW in Krong Buk district to soon put them into operation to generate electricity and create more industrial production value.
