On the morning of August 22, Binh Thuan Provincial Party Committee held a mid-term review conference to implement the Resolution of the 13th National Party Congress and the Resolution of the 14th Provincial Party Congress, term 2020 - 2025.
Attending the Conference were comrades representing the Central Party Committees and more than 320 delegates, including comrades of the Standing Committee of the Provincial Party Committee, members of the Standing Committee of the Provincial Party Committee, members of the Provincial Party Committee; leaders of departments, branches, sectors, and mass organizations of the province; leaders of district, town, city Party Committees, People's Councils, People's Committees of districts, towns, cities and socio-political organizations... Comrades Duong Van An - Member of the Central Party Committee, Secretary of the Provincial Party Committee, Head of the Provincial National Assembly Delegation; Nguyen Hoai Anh - Alternate Member of the Central Party Committee - Standing Deputy Secretary of the Provincial Party Committee, Chairman of the Provincial People's Council; Doan Anh Dung, Deputy Secretary of the Provincial Party Committee, Chairman of the Provincial People's Committee co-chaired the conference.
“In any job, no matter how difficult, if each cadre and civil servant makes an effort, is determined, finds a suitable solution, and puts the interests of the province and the people first, then that job will be successful. Currently, the Politburo has a policy to encourage and protect dynamic, creative cadres who dare to think and act for the common good. We request that all levels, sectors, cadres and party members apply this to promote the development of our province.”

3 economic pillars developing in the right direction
After half of the term, the Binh Thuan Provincial Party Committee has overcome many difficulties and challenges to achieve many important and comprehensive results in all fields. The three economic pillars mentioned in the Congress Resolution have developed in the right direction; recovered quickly after the pandemic and had a strong breakthrough. Tourism is developing strongly, in the top 10 localities with the highest number of visitors and revenue in the country. Industry increased by 15.33% compared to 2020, in which the electricity production sector has developed rapidly and strongly; the processing industry has many new products. Agriculture has developed stably, gradually shifting to high technology, modernity, sustainability, and high added value. National defense and security have been maintained. Party building and mass mobilization work have achieved comprehensive results. The Provincial Party Committee has also issued 6 thematic resolutions, including a resolution on a number of policies and solutions to improve people's lives by 2025, with a vision to 2030, with the view that people are the subject and center of development. That result has brought confidence to all classes of people in the province.
Speaking at the opening of the conference, comrade Nguyen Hoai Anh - Alternate member of the Party Central Committee, Standing Deputy Secretary of the Provincial Party Committee, Chairman of the Provincial People's Council emphasized: The assessment of the results of the half-term implementation of the Resolution of the 13th National Party Congress and the Resolution of the 14th Provincial Party Congress is very important; it must be carried out objectively, comprehensively, accurately reflecting the results achieved, difficulties, limitations, and obstacles; determining the causes of the limitations and obstacles, thereby determining the key tasks that need to be focused on from now until the end of the term.
Under the direction of the Provincial Party Standing Committee, the delegates focused on clarifying the results, limitations, causes and proposed many solutions to strive to achieve and exceed the set targets and tasks, focusing on the three economic pillars: Industry - Tourism and Agriculture. The delegates also assessed the acceleration of the implementation of public investment projects, especially key projects, contributing to promoting the socio-economic development of the province. The results of resource mobilization, infrastructure investment, urban and rural beautification, development of people's livelihoods in ethnic minority and mountainous economic areas. Regarding the work of Party building, the delegates also assessed the results of the arrangement, streamlining of the organization, apparatus and the work of building the team of cadres, civil servants and public employees at all levels, especially the team of leaders and managers to meet the requirements and tasks...
Enhancing leadership role to develop the province
Concluding the conference, the Provincial Party Secretary pointed out the difficulties, obstacles as well as limitations and shortcomings in the past half term that need to be focused on overcoming. That is, the provincial economy is small in scale, the results of economic restructuring are still slow. Some important targets are low and are forecasted to be difficult to achieve by the end of the term; in which, the target of growth in gross domestic product; the target of growth in per capita income compared to 2020 is worth noting. The development of the three economic pillars is still not commensurate with the potential and advantages of the province and has not yet demonstrated sustainability. The situation of encroachment on public land, project land; illegal mineral exploitation is still complicated and has not been completely overcome. Administrative reform, improvement of PCI, PGI, PAPI, PAR Index, SIPAS indicators have not yet had significant improvements. In Party building work, the concretization of Party directives, resolutions, and conclusions for implementation in some localities and units is not close to the actual situation. There is still a situation of "easy to do, hard to abandon", not doing it thoroughly; doing it just for the sake of it, just enough.
The Provincial Party Secretary emphasized: A large number of cadres and civil servants are afraid of responsibility, shirking and avoiding work, affecting the progress and quality of work, even though they know it is right, they do not dare to make decisions. Quoting General Secretary Nguyen Phu Trong's words about "shielding and defending", the Provincial Party Secretary said that our province also has this situation. "Even though the advisory document is correct, it still adds an idea to "shield and defend" for oneself. This does not reflect the nature of a communist, the nature of a party member and a leader. When you see the right thing, you have to do it, you have to protect what is right, you cannot push the bullet to someone else", the Provincial Party Secretary said. According to the Provincial Party Secretary, if this disease does not have a fundamental solution, it will seriously affect the performance of tasks of state agencies, hinder the development of the province, cause frustration among the people and businesses, and needs to be overcome.
The Provincial Party Secretary believes that in every task and at any level, the leadership and direction of the Party Committee and solidarity and unity are very important. In fact, wherever these factors exist, there are very good results, even in difficult and complicated matters. For that reason, the Provincial Party Secretary hopes that leaders need to pay attention to, regularly encourage, motivate, urge, remind and direct their subordinates to carry out their work.
High determination to overcome challenges
Emphasizing the tasks and solutions in the coming time, the Provincial Party Secretary said that Binh Thuan is determined to well implement the motto of action "Solidarity - Democracy - Intelligence - Innovation - Development", bringing the province to develop "fast, sustainable, strong in marine economy, energy, tourism" as set out in the Resolution of the Congress. Accordingly, the Provincial Party Secretary requested Party committees at all levels, Party organizations, authorities, the Vietnam Fatherland Front, and socio-political organizations to focus on well implementing the tasks and solutions identified in the Provincial Party Committee's Action Program to implement the Resolution of the 13th National Party Congress and the Resolution of the 14th Provincial Party Congress, especially the three breakthroughs, while focusing on effectively implementing a number of key groups of solutions until 2025.
In particular, continue to effectively exploit the potentials and comparative advantages of the province; persistently promote the development of three pillars (industry, tourism and agriculture) to truly create a tripod for the province to develop from now until the end of the term and in the coming time. Continue to improve the effectiveness and efficiency of state management, especially strengthening state management in the fields of land, resources, minerals and environment. Promote the combined strength of the entire political system and people in performing military and defense tasks, regularly closely linking the task of socio-economic development with the national defense posture, people's security posture and people's border defense.
Regarding Party building and mass mobilization work, Party committees at all levels focus on directing the promotion of Party building and rectification and the political system; continue to innovate the Party's leadership and governance methods over the political system in the new period; have solutions to create breakthroughs in personnel work, focusing on discovering young, new and promising factors; focus on innovating and improving the quality and effectiveness of mass mobilization work of state agencies in association with building ethics and a working style of "being close to the people, close to the grassroots", "understanding the people and listening to the people".

On behalf of the Provincial Party Committee, I call on all cadres, party members, union members, association members and people to join hands, be united, have higher determination, act more resolutely, strive to achieve and exceed the targets and tasks set for the term, contributing to Binh Thuan developing rapidly, sustainably, and strongly in marine economy, energy, and tourism; becoming a growth pole of the South Central Coast region; truly a livable place, a safe and attractive destination for tourists and investors; and the people of Binh Thuan will have a prosperous and happy life”, the Provincial Party Secretary advised.
